The Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials Waste Management Division, is requesting bids on EPA Five-Year Reviews for five Superfund sites across EPA Region 8 under IFB 2027000002, with bids due July 27, 2026 at 2:00 PM via BidNet Direct. The central capability filter is a minimum of ten years of experience completing EPA Five-Year Reviews (with assigned key personnel experience combinable to meet this requirement) and prior completion of FYRs at a minimum of two of the five specified sites.
The five sites are Lowry Landfill (statutory deadline January 10, 2027), Smuggler Mountain (February 10, 2027), Chemical Sales Co. (March 10, 2027), Captain Jack Mill (September 26, 2027), and California Gulch (September 28, 2027). The scope includes site inspections, stakeholder interviews, institutional controls review, comprehensive Five-Year Review report development, data review, and supporting figures and tables. The contractor must also develop a Quality Assurance Project Plan and Health and Safety Plan, conduct a mandatory kick-off meeting within 30 days of execution, prepare fact sheets for three sites, respond to EPA Region 8 and EPA Headquarters comments through multiple draft revisions, and submit quarterly progress reports and monthly invoices. Place of performance includes the five specified Colorado Superfund sites.
The estimated contract value is approximately $370,000 as a fixed-price award to the lowest responsible and responsive bidder. The contract period runs August 10, 2026, through December 31, 2027. Bidders must submit organizational descriptions, narratives detailing requirement alignment, resumes of key personnel, completed Vendor Information forms, a completed Budget Template with line-item costs for each site, and a minimum of one reference from a similar previous project. All bidders must maintain current Colorado Vendor Self Service registration. Written inquiries were due July 17, 2026. Bids must be submitted electronically; email submissions are not accepted.
