About this file
This document provides electronic submission instructions for the Colorado Department of Public Health and Environment (CDPHE) procurement process utilizing the Rocky Mountain E-Purchasing System (BidNet). The solicitation relates to EPA Five-Year Reviews in Colorado. Vendors must submit proposals through the BidNet system at www.bidnetdirect.com/cdphe by accessing the "Place a Bid" button and following the submission instructions. Vendor registration is free, though vendors may elect to pay an annual fee for automatic email notifications of open solicitations matching their profile. Prospective bidders are strongly advised to register early, as vendor setup can be time-consuming, and to submit proposals no later than one hour prior to the submission deadline to ensure successful upload. The system will halt the ability to upload documents at the exact bid submission deadline regardless of completion status.
Vendors should monitor the BidNet website regularly for solicitation updates and addendums if they do not subscribe to email notifications. All inquiries, questions, or concerns regarding the solicitation must be directed to the procurement contact via email rather than through the submission application. BidNet will send an email confirmation upon successful proposal upload. Vendors experiencing technical difficulties should contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2, rather than the procurement contact. The system typically processes uploads within five minutes, and vendors are advised against waiting until the last minute to avoid submission delays.

Exhibit A Electronic Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.
Things to remember:
a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.
b. The solicitation submission application typically uploads proposals within five minutes.
Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.
c. BidNet will send an email confirmation if the proposal was uploaded correctly.
d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
