About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA) has issued an Expression of Interest (EOI) for an Integrated Platform-as-a-Service (iPaaS) solution designed to modernize its segmented technology infrastructure. The procurement seeks a cloud-first iPaaS platform capable of integrating multiple data sources and systems to address current operational pain points including data silos, lack of scalability, and system fragmentation. Key deliverables and objectives include implementing an Enterprise Resource Planning platform within 36 months and establishing a fully cloud-based application environment, with SEPTA demonstrating a strong preference for cloud-based deployment models. The EOI process serves as an initial screening mechanism to establish a shortlist of qualified vendors, after which SEPTA will release a formal Request for Proposals (RFP) that may include oral presentations or proof-of-concept demonstrations. Specific technical requirements, including details regarding SEPTA's existing technology landscape, transaction volumes, ETL/ELT processes, current systems, API management capabilities, security requirements, identity providers, and budget parameters, will be deferred to the forthcoming RFP. The EOI was posted on May 18, 2026, with the RFP timeline to be announced; vendors should monitor for the upcoming formal solicitation to obtain comprehensive evaluation criteria and detailed technical specifications.
While the Questions and Answers document does not explicitly detail set-aside designations or restrictions on respondent eligibility, it indicates that Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) subcontracting requirements will be specified in the forthcoming RFP. No incumbent vendors or current contractors are identified in the available documentation. SEPTA's modernization initiative will require successful vendors to integrate with existing technology systems and infrastructure currently in place, though specific details regarding these systems will be provided in the formal RFP. Security requirements are expected to align with Transportation Security Administration (TSA) cybersecurity directives and Federal Transit Administration (FTA) requirements, though precise specifications remain pending. Budget ranges and possible award values have not been disclosed in the EOI materials; this financial information is anticipated to be included in the formal RFP solicitation. Interested vendors should prepare to demonstrate technical expertise in cloud infrastructure, enterprise resource planning implementation, and integration capabilities to compete effectively for this substantial modernization opportunity.
