About this file

This file is an Expression of Interest (EOI) document extension related to the Southeastern Pennsylvania Transportation Authority (SEPTA) seeking an Integrated Platform-as-a-Service (iPaaS) solution to modernize its segmented technology infrastructure. The procurement focuses on implementing a cloud-first iPaaS platform capable of integrating multiple data sources and systems to address operational challenges including data silos, lack of scalability, and system fragmentation. Key objectives include implementing an Enterprise Resource Planning (ERP) platform within 36 months and establishing a fully cloud-based application environment. The EOI was posted on May 18, 2026, and serves as an initial screening mechanism to establish a shortlist of qualified vendors, after which SEPTA will release a formal Request for Proposals (RFP) that may include oral presentations or proof-of-concept demonstrations. Specific response dates and RFP timeline details are to be announced in the forthcoming formal solicitation.

Budget ranges and award values have not been disclosed in the EOI materials and are anticipated to be included in the formal RFP solicitation. Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) subcontracting requirements will be specified in the forthcoming RFP, though the EOI does not explicitly detail set-aside designations or restrictions on respondent eligibility. No incumbent vendors or current contractors are identified in the available documentation. Security requirements are expected to align with Transportation Security Administration (TSA) cybersecurity directives and Federal Transit Administration (FTA) requirements. Successful vendors will need to integrate with SEPTA's existing technology systems and infrastructure, with specific details regarding current systems, transaction volumes, ETL/ELT processes, API management capabilities, and identity providers to be provided in the formal RFP.
