About this opportunity

The Massachusetts Executive Office of Economic Development (EOED) is seeking a state-approved consultant to develop a collaborative strategic plan for three state programs: MA Downtown Initiative Program (MDI), MA Cultural Council's Cultural Districts Initiative (CDI), and MassDevelopment's Transformative Development Initiative (TDI). The primary objective is to enhance coordination and efficiencies between these entities to benefit Massachusetts downtowns and town centers. The project is structured in three distinct phases: Discovery, Inventorying, and Strategic Action Plan development. Qualified bidders must be consultants listed on PFR76 and demonstrate prior experience with state agency collaborative strategic planning. The evaluation criteria will assess bidders across six key areas: knowledge of the three programs (25 points), supplier diversity plan (25 points), narrative strength (20 points), similar work experience (15 points), staff qualifications (10 points), and company information (5 points). The Request for Response (RFR) was issued on December 20, 2024, with responses due by January 17, 2025. The initial contract duration is 6 months, with two potential one-year renewal options, allowing for a maximum contract period of 30 months.

The procurement is subject to the Small Business Purchasing Program (SBPP) and requires a Supplier Diversity Plan with a minimum 1% commitment to diverse businesses. Eligible bidders must partner with certified diverse businesses in categories including MBE, WBE, SDVOBE, VBE, M/NPO, W/NPO, V/NPO, DOBE, or LGBTBE, with certification from recognized organizations like the Supplier Diversity Office or SBA. Self-certification is not acceptable. The estimated initial contract value is $50,000, with potential additional phases that could increase the total procurement value to $150,000. Vendors are also required to complete a Prompt Pay Discount form, which allows for potential discounts ranging from 2% to 5% for early payment within 10 to 30 days. Importantly, all communication and quote submissions must be conducted through the COMMBUYS e-procurement system, with no direct calls or emails permitted. Bidders must carefully follow the system's detailed quote submission guidelines, including proper document attachment, term acceptance, and meeting all specified deadlines.
