About this opportunity
The Maryland Stadium Authority is soliciting proposals for an Environmental, Testing and Inspection Services On-call Master Contract 2025 through the Baltimore Vacants Reinvestment Initiative (BVRI), a joint city and state program targeting blighted properties. The procurement seeks firms to provide hazardous material surveying and reporting services for approximately 300 to 330 properties across 75 to 90 locations in Fiscal Year 2026, with the primary objectives of eliminating blighting influences through property demolition or structural stabilization. Successful contractors will conduct comprehensive assessments of asbestos, lead, and other regulated materials in vacant properties, preparing sites for potential conversion into gardens, parks, green amenities, or future redevelopment opportunities. The RFP requires key personnel including a certified Industrial Hygienist, Project Executive, and Project Manager, each with a minimum of five years of relevant experience. Key evaluation criteria will prioritize technical proposals over financial proposals, with contractors required to meet specific insurance requirements including $1 million in general liability coverage. The solicitation was issued on August 15, 2025, with a pre-proposal conference scheduled for August 21, 2025, questions due by August 28, 2025, and proposals due September 5, 2025.
The contract establishes a 12% overall Minority Business Enterprise (MBE) participation goal with no specific sub-goals, allowing for broad participation of diverse businesses. Potential offerors must be MDOT-certified and can include environmental consulting firms, testing laboratories, and geotechnical engineering services, with 230 certified MBEs available in environmental consulting and 87 certified MBEs in related service categories. The contract will be structured as a three-year master agreement with two potential one-year renewal options, utilizing a task order process with multiple awards and no guaranteed minimum work volume. Contractors will be compensated through fully loaded daily rates based on property categories and sizes, with pricing fixed for the entire contract duration. While specific contract value is not explicitly stated, the scope suggests significant potential for task order assignments across Baltimore City's blighted property elimination program. Successful contractors will be selected through a competitive sealed proposal method, with task orders generally rotated among selected contractors unless specific project requirements or capacity issues dictate otherwise.
Opportunity text
BVRI is a joint initiative between City and State focused on eliminating the blighting influence that abandoned, derelict and dilapidated properties have in the City. Blight elimination is expected to enhance the quality of life in the City's neighborhoods, promote safety, and revitalize the City by (i) demolishing structures on the blighted properties and converting the remaining open parcels into gardens, parks, other green amenities, or redevelopment opportunities, or by (ii) stabilizing structures on the Blighted Properties to prevent further deterioration and to eliminate their overall blighting influence. This RFP will serve as the basis for awarding task order contracts to perform hazardous material surveying and reporting services on for properties released under the program. Approximately 300 to 330 properties in 75 to 90 locations are anticipated to be included in the Program in this Fiscal Year 2026.
