About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is soliciting Statements of Qualifications (RFSOQ) from qualified surveying and mapping firms to produce Environmental Sensitivity Index (ESI) data, maps, and associated technical services for coastal areas throughout Florida on a task assignment basis. The procurement seeks vendors capable of developing ESI data and maps in accordance with the National Oceanic and Atmospheric Administration's Environmental Sensitivity Index Guidelines Version 4.0, which establish standardized methodologies for shoreline classifications (ranked 1-10 based on sensitivity and oil persistence), biological resources (including birds, fish, marine mammals, and habitats), and human-use resources (jurisdictional boundaries, parks, resource management areas, natural hazards, navigation features, and socioeconomic data). Required deliverables include feature datasets organized within geodatabases containing classified shoreline polylines and polygons, hydrography features, biological feature classes, and socioeconomic/human-use data, all compliant with ISO 19115 metadata standards and NOAA's data dictionary specifications. Associated technical services encompass Geographic Information System application development and remote and on-scene support for training, workshops, emergency response exercises, oil spills, hazardous materials incidents, and hurricane response. Qualified respondents must be licensed professional surveyors or mappers in Florida, registered with MyFloridaMarketPlace and Sunbiz systems prior to award, and possess demonstrated expertise in survey, mapping, ESI geodatabase development, cartographic map production, GIS application development, field training, and emergency response support. The RFSOQ was advertised March 12, 2026, with a response deadline of April 9, 2026 at 5:00 PM ET; the evaluation period runs April 10-24, 2026, with shortlist results anticipated April 29, 2026, interviews and presentations scheduled for May 19-20, 2026 at the FWC's Fish & Wildlife Research Institute in St. Petersburg, and an anticipated award date of May 27, 2026.
The procurement structure permits selection of a minimum of two respondents, with the actual number dependent on submission quality and the selection committee's sole discretion, and does not specify set-aside designations for disadvantaged enterprises or other restricted categories. Respondents must submit four printed copies and one electronic PDF copy of their response, including a letter of interest, Professional Qualifications Supplement using DMS Form AE12a, current Florida Department of Business and Professional Regulation License, Federal GSA Standard Form 330, and proof of system registrations. No incumbent vendors, current contractors, or specific technology infrastructure integration requirements are identified in the procurement documents. The contract will be awarded for an initial three-year term with options to renew for three additional one-year periods, with compensation and specific project costs to be determined through individual task assignments that will not exceed the threshold amounts established in Section 287.055, Florida Statutes. No specific funding amounts, budget ranges, or set award values are detailed in this qualification-based procurement; the actual financial commitment will depend on the scope and complexity of individual task assignments issued over the contract term.
