About this file

This is an Addendum 1 issued by the Florida Fish and Wildlife Conservation Commission (FWC) on March 30, 2026, providing clarifications to the RFSOQ for Environmental Sensitivity Index (ESI) mapping and technical services. The addendum addresses 18 questions and answers related to the solicitation FWC 25/26-80, with all responses due by 4:00 PM ET on Thursday, April 9, 2026. The clarifications confirm that ESI data and maps will be produced according to the latest version of NOAA's Environmental Sensitivity Index Guidelines, with work scope encompassing surveying and mapping activities using sources such as NOAA imagery, satellite data, and aerial imagery; GIS geodatabase development; cartographic map production; and emergency response support for oil spills, hazardous materials incidents, and hurricanes. The addendum confirms that a Florida-licensed Professional Surveyor and Mapper is required, though this may be satisfied through a contractual agreement with a licensed individual. ESI updates will typically be completed by region, with work focusing on updating existing datasets and developing new ESI mapping products and applications for regional and incident-specific purposes. Field work and aerial surveys may be required where current datasets are unavailable, and both remote and on-site training and emergency response support are included in the contract scope.

The addendum specifies that task assignment sizes are limited to $200,000 per assignment, with actual contract work dependent on annual budget allocation, grant awards, partner collaborations, and emergency response requirements. The number of task orders issued annually is not predetermined but contingent on funding availability and project demands. ESI technical services and emergency response support activities will be specified as fixed-price task assignments coordinated with the contractor. GIS application development needs are described as continually evolving and may be programmatic or incident-specific, with hosting of FWC data subject to FWC's Office of Information and Technology regulations and likely to be maintained within FWC's ArcGIS Online Organization. No specific incumbent contractors, set-aside provisions, or current contract environment details are addressed in this addendum.

BEGIN ADDENDUM

QUESTION #1

Will Version 4 of the NOAA ESI guidelines be superseded by Version 5 once published by NOAA?

ANSWER #1

Yes, ESI data and maps will be produced in accordance with the latest version of the National Oceanic and Atmospheric Administration (NOAA)’s Environmental Sensitivity Index Guidelines when posted at https://response.restoration.noaa.gov/resources/esi-guidelines.

QUESTION #2

Does RFSOQ-15346 require a Professional Surveyor and Mapper licensed in the state of Florida?

ANSWER #2

A Florida licensed Professional Surveyor and Mapper is required. A contractual agreement with a licensed Professional Surveyor and Mapper can satisfy this requirement.

QUESTION #3

In the RFP, under Interviews on page 6, it lists “Selection of finalists for interview will be made on the basis of professional services qualifications, including survey, mapping, ESI geodatabase development and cartographic map production in accordance with NOAA’s Office of Response and Restoration Environmental Sensitivity Index Guidelines, GIS application development, field training, and support for emergency responses.”

Can you please clarify what tasks you anticipate for survey and mapping, such as deploying planes and drones to collect data pre- and post-event?

ANSWER #3

Surveying and mapping sources can include available current imagery sources such as NOAA Continually Updated Shoreline Product (CUSP), NOAA post-storm National Geodetic Survey (NGS), current satellite imagery, independently acquired aerial imagery, and other sources.

QUESTION #4

The solicitation refers to attachment A. Where can I find attachment A? PRELIMINARY EVALUATION OF RESPONSES An evaluation committee consisting of three (3) Commission representatives with collective knowledge and experience related to the solicitation’s program area will independently evaluate and score each Respondent’s response.

The RFSOQ Evaluation and Interview Scoring Sheet (Attachment A) will be used by the evaluation committee to assign scores to all evaluated responses designated as responsive.

ANSWER #4

This was missed and has been provided as an additional attachment for this document that can be found on My Florida Marketplace.
