About this opportunity

Mt. San Antonio College is seeking environmental document services through a Request for Qualifications (RFQ #2026-013) for an on-call consulting contract covering the period from November 2025 through October 2030, with potential four additional one-year extensions. The procurement seeks qualified consultants to provide comprehensive environmental planning, analysis, and document preparation services for new construction, renovation, and infrastructure projects. Specific services include preparing CEQA and NEPA documents, conducting environmental impact assessments, performing specialized studies in areas such as noise, biological resources, cultural resources, and air quality, and developing mitigation monitoring programs. The evaluation process will assess proposals across seven criteria, totaling 100 possible points, which include company information, business experience and licensing, references, firm staffing, pricing and deliverables, project budget management, and experience with Project Labor Agreements. A mandatory pre-proposal meeting is scheduled for September 17, 2025, with electronic proposal submissions due by October 3, 2025, through the OpenGov platform. Consultants must demonstrate professional environmental planning capabilities and regulatory compliance expertise for projects typically valued under $220,000.

The RFQ does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. While the solicitation requires comprehensive environmental consulting capabilities, there are no stated limitations preventing broad participation from qualified firms. The contract will potentially support multiple projects across Mt. San Antonio College's campus, with no guaranteed minimum work volume. Contractors must comply with prevailing wage requirements, Department of Industrial Relations (DIR) registration, and potentially adhere to the Community Workforce Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council. Insurance requirements will include workers' compensation, commercial general liability, automobile liability, and professional liability coverage with specified minimum amounts. Although a precise total contract value is not specified, individual project assignments are estimated not to exceed $220,000, suggesting a potential cumulative value across the five-year contract period could be significant. The college anticipates initiating the contract on December 1, 2025, with the ability to assign environmental consulting services as specific projects emerge.
