About this opportunity

The Florida Department of Management Services, Division of Real Estate Development and Management, is requesting qualifications for environmental architect-engineering services for the Northwest Florida Region under a continuing contract, with responses due June 25, 2026. Prospective firms must hold current Florida Asbestos Consultant licensing, EPA Lead Accreditation Credentials, a licensed Certified Industrial Hygienist on staff, and mold-related services assessor designation through the Florida Department of Business and Professional Regulation — each a hard eligibility gate.

The scope encompasses asbestos consulting (bulk sampling, laboratory analysis, facility surveys, management plans, abatement specifications, and project management), lead services (sampling, analysis, XRF scanning, and risk assessments), indoor air quality and mold assessment (air sampling, HVAC assessment, moisture mapping, radon measurement, and infrared thermography), and industrial hygiene services (drinking water studies, noise studies, radiation exposure evaluation, and chemical assessments). Firms must be currently licensed and registered in Florida; corporations must be registered with the Florida Department of State.

The contract starts December 1, 2026. At least three firms will advance to interview and presentation on August 8, 2026, based on preliminary screening scores; final selection follows interview scoring, with the DMS Secretary approving negotiations with the recommended firm(s).

Responses must include a letter of interest, Professional Qualifications Supplement (Form AE12a-Rev 09/2021), project listings with client and contractor contact information, current Florida professional licenses, GSA Standard Form 330, federal lobbying and vendor list certifications, and a redacted copy if confidential information is claimed. Deliverables must be submitted on thumb drives as non-restricted Adobe PDF files to the Construction Procurement Liaison via email at redmprocurement@dms.fl.gov. Questions are due by 5:00 p.m. on June 3, 2026. The Construction Procurement Liaison is the sole point of contact for this RFQ.
