About this opportunity

The County of Santa Clara's Technology Services and Solutions (TSS) Department is seeking proposals for a comprehensive Translation Management System (TMS) that leverages artificial intelligence-powered machine translation capabilities. The primary objective is to enable county staff to manage and fulfill web content translation requests for the County's Public Portal websites. The proposed solution must include a robust TMS platform that is accessible to the County's contracted Language Service Provider (LSP), supporting high-quality translation services, comprehensive localization workflows, and efficient multilingual content management. Proposers are expected to submit a turnkey, configurable solution that encompasses all necessary software, implementation services, training, maintenance, and support. The contract opportunity was posted on July 7, 2025, with proposals due by August 14, 2025. The County requires a solution that does not necessitate additional contracts with third-party vendors, meaning if any third-party software is used, the awarded contractor must deliver the final solution, including all supporting software, licensing, and interface development.

The procurement appears to be open to both primary proposers and those supported by or partnered with subcontractors. While no specific set-aside designations for disadvantaged enterprises are mentioned, the solicitation emphasizes a comprehensive solution that minimizes administrative complexity for the county. The scope of work includes professional services for implementation and configuration, with a focus on seamless integration with the existing LSP infrastructure. Although a specific budget range is not disclosed, the detailed requirements suggest a sophisticated technological solution that will require significant investment in translation management technology and professional services. The county expects the selected vendor to provide a complete, end-to-end solution that addresses the complex multilingual communication needs of Santa Clara County's public-facing digital platforms, with a strong emphasis on technological innovation and operational efficiency.
