About this opportunity

Washington County, Oregon is seeking a professional research firm to conduct a comprehensive survey of the Enhanced Sheriff's Patrol District (ESPD) in urban unincorporated areas. The primary objective is to assess community perceptions of law enforcement services, gathering insights on agency performance, deputies' attitudes and competency, safety concerns, and potential service improvements. The Request for Proposal (RFP) requires a survey with 15-25 questions designed to achieve a statistical reliability of plus or minus 5 percent at a 95 percent confidence level. Proposers must submit a detailed methodology demonstrating their approach to sampling, survey design, data collection, and analysis, including cross-tabulation of responses by demographics and ethnicity. The evaluation criteria will comprehensively assess the proposer's company profile, demonstrated performance, methodology, cost proposal, equity and diversity considerations, and references. The RFP was released on June 15, 2021, with proposals due on June 29, 2021, at 2:00 pm, and initial survey results expected by mid-August 2021.

The contract has a maximum term of five years with an estimated expenditure of approximately $100,000. While no specific set-aside designations were explicitly mentioned, the RFP emphasizes equity and diversity considerations in the evaluation process. Proposers will be required to comply with Washington County's standard personal/professional services contract template, which includes comprehensive insurance requirements. The insurance specifications mandate coverage across multiple categories, including Commercial General Liability ($1,000,000/$2,000,000), Automobile Liability ($1,000,000), Professional Liability ($1,000,000/$2,000,000), and Workers' Compensation. Contractors must provide insurance certificates before commencing work and name Washington County as an additional insured. The contract will require the selected vendor to maintain detailed fiscal records, comply with county policies, and potentially integrate findings with existing law enforcement planning and strategy frameworks.
