About this opportunity
The Commonwealth of Kentucky, Department of Criminal Justice Training (DOCJT), is issuing a Request for Quotation (RFQ 758 2500000066) for the procurement of one medium-format engraving machine, specifically a Phoenix 1212 Engraver or approved equal. The solicitation, posted April 14, 2025, requires vendors to deliver a machine capable of engraving name badges, nameplates, leather, wood, glass, and metal items with a marking area not exceeding 12 inches by 10 inches. The engraving machine must include auto-centering capabilities, automatic item measurement, both laser and rotary engraving functionality, specified carbide cutter sizes (0.15, 0.30, and 0.60 inches), a kit tablet with stand for operation, USB/Bluetooth connectivity, and vendor-provided training and technical support. The machine will be delivered to DOCJT at 4449 Kit Carson Drive, Richmond, Kentucky 40475. The solicitation was originally due April 15, 2025, at 1:30 PM ET but was extended to April 21, 2025, at 1:30 PM ET via Addendum No. 1, with written questions due April 8, 2025, at 10:00 AM ET. Evaluation criteria include price (90 points) and delivery in working days (10 points) for a total of 100 points, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally; a minimum delivery time of 30 days after receipt of order is required. Vendors must submit completed bid information with best pricing inclusive of all shipping and handling costs, excluding federal excise tax and Kentucky sales or use tax, and must provide comprehensive product literature demonstrating compliance with all minimum essential specifications.
Prior to award, vendors must submit proof of Commercial General Liability Insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Revenue Form 10A100, required affidavits under KRS 45A.110 and 45A.115 attesting to compliance with Kentucky campaign finance laws, and EEO forms. Kentucky resident bidders receive reciprocal preference equal to preferences given by nonresident bidders' states, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies receive additional preferences of 15 to 20 percent. All bids must be submitted electronically through the Commonwealth eProcurement system, and vendors must be registered in the Vendor Self Service System prior to submission. All quotations shall be F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping costs. The solicitation documents do not specify a funding amount or budget range for this procurement, though no incumbent vendor or current contractor is identified. All offers are subject to the terms and conditions outlined in the RFQ attachments and any subsequent addenda, with the Finance and Administration Cabinet retaining the right to declare non-compliant vendors ineligible for further participation.
