About this opportunity
The Michigan Department of Education is requesting proposals for English Learner Program Support under RFP 260000002603, with proposals due September 28, 2026 at 2:00 p.m. Eastern Time and bidder questions due September 17, 2026. This is a one-year contract effective October 16, 2026 through October 15, 2027, with an option for up to six additional one-year renewals at the State's discretion.
The scope requires a special populations manager and English learner consultant to provide technical assistance, review and approve local education agency grant applications through NexSys and GEMS/MARS systems, conduct compliance monitoring and evaluation, and review district reporting. The contractor must demonstrate knowledge of state and federal English learner legal requirements, teacher certification, instructional materials selection, budgetary processes, and fiscal principles; provide technical assistance to districts; and establish English learning programs. One designated Contractor Program Manager must be assigned to the State account and remain on-site in Michigan during regular business hours (minimum 8:00 a.m. to 5:00 p.m. EST), with 24-hour response time to State inquiries. Unauthorized key personnel removal triggers liquidated damages of $5,000 plus $100 per day.
Estimated volume is 400 to 500 hours annually, contingent on fund availability, with final hour determination at the State Program Manager's discretion. Pricing must be firm for the entire contract term and submitted as a separate modifiable file. Contractors must submit detailed staff hourly rates and may offer prompt payment discounts.
Evaluation is weighted as follows: Vendor Questions Worksheet (10%), Statement of Work Section 4 (50%), Section 5 (10%), Sections 6–11 and 14–24 (10%), and Sections 12–13 and 15 (20%), totaling 100 points. Proposals scoring 80 or more points advance to pricing evaluation. Award goes to the responsive and responsible bidder offering best value. Contractors must maintain Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million), Workers Compensation, and Employers Liability ($500,000 per accident, per employee, and aggregate disease). Proof of insurance with A.M. Best A- VII or higher rating is due within 10 business days of execution.
Contracts valued at $250,000 or more require State Administrative Board approval. Contact Jenny Manar (manarj@michigan.gov, 517-241-2170) or Carol Munroe.
