About this opportunity
Georgia Southwestern State University (through the Board of Regents of the University System of Georgia) is requesting sealed bids for an electrical service upgrade at English Building in Americus, with bids due February 14, 2023, and a mandatory pre-bid conference on January 26 at 10:00 a.m. at the Physical Plant Conference Room.
The scope involves replacing the main 800-ampere, 208Y/120-volt distribution panel with a new 800-ampere, 208Y/120-volt panel; installing a new 600-ampere, 480Y/277-volt, three-phase main service panel; upgrading multiple secondary panels (Panels A, A2, A3, B, C, D, and X) throughout the first and second floors; providing new feeder conductors and conduits from an exterior 480-volt service connection; establishing new grounding systems with three ground rods spaced a minimum of 10 feet apart; removing an existing 150-kilovolt-ampere buck-boost transformer serving the elevator and connecting the elevator directly to the new 480-volt service via a new 100-ampere circuit breaker; and replacing a 225-kilovolt-ampere dry-type transformer. Contractors must relocate the existing telephone cabinet to accommodate new panel placement (estimated allowance $10,000) and coordinate with the GSW IT Department. All electrical service disruptions require two weeks' notice and must occur during weekends or school breaks. The contractor must field-verify existing conditions, locate all utilities using the One Call system with hand digging around known utilities, and complete modifications to concrete masonry unit walls as necessary.
The contract will be awarded on a lump-sum basis to the lowest responsive and responsible bidder. Bid bonds equal to five percent of the bid amount are required. Performance and payment bonds, each equal to 100 percent of the Contract Sum, are required prior to execution. The completion timeline is 180 consecutive calendar days from the Proceed Order date. Contractor responsibility evaluation includes debarment status, prior termination history on public works contracts, a Current Ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate not exceeding an average of 1.2 over three years, and past performance on public works projects. Contractors must comply with the Georgia Security and Immigration Compliance Act and certify non-involvement in boycotts of Israel. The Design Professional is NBP Engineers, Inc.; bidding documents are available through Tim Trotter at (478) 745-1691 or ttrotter@nbpengineers.com. The contract was awarded to JM Clayton Company. Liquidated damages apply daily from the Material Completion and Occupancy Date until the Certificate of Material Completion is issued. Bids may not be withdrawn for 35 days after opening except as provided by Georgia law.
