About this opportunity
The Township of Wayne, New Jersey, Division of Water and Sewer, is requesting proposals for professional engineering services to design, obtain permits, support bidding, and provide construction administration for the Mountain View Sanitary Pump Station rehabilitation, with proposals due October 6, 2026 at 11:00 a.m. via ProcureNow.
The facility, originally built in the 1960s and last rehabilitated in 1980, currently processes approximately 2.0 million gallons per day. The scope includes pump and grinder replacement, installation of new controls and variable frequency drives, electrical and mechanical system upgrades, structural improvements, roof replacement, and generator fuel tank replacement. Services span three phases: preliminary design, final design with permit applications and bidding support, and construction administration. The contract term is up to one year from the start date with options for two additional one-year renewal periods at the Township's discretion.
Proposers must price preliminary design, final design, and construction administration on a lump-sum basis, with a schedule of standard hourly rates for unforeseen additional services. Evaluation is weighted as follows: experience with similar pump station rehabilitation projects and grant administration (25 points), qualifications and experience of assigned personnel (20 points), understanding of project scope and approach (25 points), and fee proposal and overall value (30 points).
The successful consultant must hold an active New Jersey Business Registration Certificate prior to award and comply with Davis-Bacon Act, American Iron and Steel, and Build America Buy America provisions. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence / $2,000,000 aggregate), Professional Liability ($2,000,000), Umbrella/Excess Liability ($5,000,000 for construction), and Cyber Liability ($2,000,000). A non-mandatory but highly recommended pre-proposal meeting is scheduled for September 18, 2026 at 10:00 a.m. at the facility location, 585 Fairfield Road, Wayne, NJ 07470.
