The primary objective is to convert approximately 877 private septic systems to public sewer collection systems in the Wekiva Priority Focus Area, which includes designing sewer pumping stations and connecting to water reclamation facilities operated by Sunshine Waters and the City of Altamonte Springs. The Engineer of Record (EOR) will be responsible for multiple project phases including preliminary engineering, 30%, 60%, 90%, and final design, permitting assistance, grant compliance, public engagement, and limited construction oversight. Proposal responses are due on February 7, 2024, at 2:00 pm, with a pre-proposal non-mandatory meeting scheduled for January 22, 2024, at 1:30 pm. The evaluation will use a point-based scoring system across four criteria: Qualifications/Experience (70 points), Project Approach (10 points), Ability to Perform/Past Performance (15 points), and Location of Firm (5 points).

The project is partially funded by the State of Florida Wastewater Grant, which requires a 50% matching fund, and a State Appropriation Grant awarded in 2022 and 2023. The total project must be completed by June 30, 2027, with subsequent project phases contingent upon the consultant's performance in the first phase. While no specific set-aside designations for disadvantaged enterprises are mentioned, the county reserves the right to evaluate proposers based on financial statements, schedule compliance, past performance, and integrity. The grant agreement (WG125) provides total funding of $11,250,000, with $10,250,000 from state sources in fiscal year 2022-2023 and $1,000,000 from state sources in fiscal year 2023-2024. Seminole County will contribute a 50% match of $9,250,000 through cash or third-party in-kind contributions. The county intends to utilize the same consultant for subsequent project phases unless performance is unsatisfactory, with the initial contract term set for three years and potential renewal options for two successive one-year periods.
