About this opportunity

The St. Mary's County Metropolitan Commission is requesting proposals for general engineering services under RFP 26-14-E, with proposals due March 24, 2026 at 3:00 p.m. EST (deadline extended from March 18 by Addendum Number Three due to inclement weather and area closures). Physical submissions only are required to the MetCom Administration Building at 23121 Camden Way, California, Maryland 20619, addressed to Procurement Agent Tanya Parker; electronic submissions will be rejected.

The scope covers professional engineering evaluation, design, and inspection services for environmental, geotechnical, water and wastewater systems, project management, cost estimating, construction engineering and inspection, and bidding services through all project phases and close-out. Proposals must include one original unbound and three copies of the technical proposal, plus one original unbound and one copy of the price proposal form. Pricing must be net, including all transportation and handling charges, fully prepaid to destination, and submitted on the designated Price Proposal Form.

The initial contract term is followed by potential extensions of three additional one-year periods at the Commission's discretion, provided scope remains unchanged. Price adjustments during contract extensions are limited to the most recent six-month average of the annual Compensation Employment Cost Index published by the U.S. Department of Labor. The contractor must maintain workers' compensation with minimum limits of $100,000 per accident, commercial general liability of $1,000,000 per occurrence, and professional liability of $2,000,000 per claim and in aggregate, with the Commission named as additional insured.

All bidders must demonstrate successful experience on similar-sized projects and provide documentation of financial integrity and qualifications. The Commission is exempt from Maryland sales tax on material purchases, though the contractor must pay sales tax when furnishing and installing materials for real property improvement. Questions are due March 3, 2026 at 9:00 a.m. EST to procurement@metcom.org. Three addenda (Numbers One, Two, and Three) have been posted; bidders must incorporate all provisions into responses.
