About this opportunity

Walworth County, Wisconsin is issuing a Request for Qualifications (RFQu) to procure on-call engineering consulting services for mechanical, electrical, plumbing, fire protection, and site utility (MEP/FP) design and construction administration on small municipal building projects. The County seeks to establish a Master Services Agreement with one or more qualified engineering firms to provide comprehensive services including programming, feasibility studies, schematic design, design development, construction documentation, bid phase services, and construction administration for low-risk, low-complexity projects across approximately 1.25 million square feet of County facilities. Eligible respondents must be properly licensed and incorporated in Wisconsin, possess a minimum of five years of verifiable experience in MEP-FP services, have completed similar projects with at least three clients (preferably including public sector experience), and maintain two or more licensed engineers as responsible firm members. The County will compensate consultants on an indefinite quantity, on-call basis with individual project fees limited to $250,000 per engagement, with compensation determined through negotiated work orders and purchase orders submitted monthly and payable within 45 days. Responses must be submitted electronically through the Bonfire Portal by February 19, 2026, at 10:00 a.m. local time, with final questions due by February 6, 2026, at 2:00 p.m.; interviews are anticipated for the week of March 9, 2026, with contract award expected by April 30, 2026, and contract commencement on May 11, 2026. The initial Master Services Agreement term is one year with four optional one-year renewal periods for a potential five-year engagement, and the County has identified approximately $3.85 million in planned capital improvement projects over the next five years to support anticipated work demand.

This procurement contains no specific set-aside designations for disadvantaged enterprises, though respondents must not be debarred by federal or state government and must comply with all applicable federal, state, and local tax and regulatory requirements as independent contractors. No incumbent vendors or current contractors are identified in the procurement documents. Respondents are required to maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), Workers' Compensation per state statutory requirements, Professional Liability/Errors and Omissions ($1,000,000 per occurrence/$2,000,000 aggregate), and Umbrella Liability ($2,000,000 per occurrence), with the County listed as additional insured. Fee rates are required to be submitted as part of the qualifications submission and must remain firm throughout the initial agreement term; any rate increases for renewal periods require written justification submitted no later than 60 days before the renewal date, subject to County approval. The County reserves the right to reject all responses, contract with single or multiple firms, and pre-qualify additional firms during the agreement period. While no guaranteed minimum service purchase is specified, the County has documented projected capital improvement projects ranging from $100,000 to $1,000,000 per project, scheduled between 2026 and 2029, providing visibility into anticipated work volume.
