About this opportunity

The City of Tustin is requesting proposals for professional engineering consulting services to prepare Plans, Specifications, and Engineer's Estimate (PS&E) documentation for the Red Hill Avenue rehabilitation project between Bryan Avenue and Sycamore Avenue (CIP No. 70261), a 1.25-mile arterial in Orange County, California, with proposals due August 17, 2026 at 4:00 p.m. The project is federally funded and requires compliance with 2 CFR Part 200, NEPA support documentation, and Caltrans requirements.

The scope encompasses pavement rehabilitation or reconstruction, ADA curb ramp upgrades, Class II bicycle lane design and implementation, utility adjustments, traffic signal detection modifications, signing and striping modifications, and water quality management planning. The City has completed approximately 30 percent of the design and will provide AutoCAD base files, topographic survey data, and preliminary design documents to the selected consultant. Deliverables must be streamlined and bid-ready while maintaining full compliance with City standards and federal funding requirements. Key baseline condition data, including a comprehensive sidewalk distress assessment spanning over 300 individual observations with measurements of vertical displacement and tree and utility conflicts, is provided.

Compensation will be on a fixed-fee basis with a detailed breakdown of labor hours by employee billing classification, non-labor costs, and subconsultant services. Fees will not determine consultant ranking; the City will negotiate the final fee with the top-ranked consultant selected through qualifications-based selection. The consultant must maintain professional liability insurance of $1 million per occurrence, general liability and automobile liability coverage of $1 million per occurrence, and workers' compensation insurance at state statutory limits.

Evaluation criteria are qualifications and experience of the firm (20 points), approach and work plan including project controls and QA/QC processes (30 points), qualifications of the project manager and key individuals (30 points), schedule of delivery (10 points), and reference checks (10 points). Interviews are scheduled for September 16, 2026, with City Council approval estimated for October 6, 2026, and Notice to Proceed issuance estimated for October 20, 2026. The project schedule requires 30 percent design completion by March 2027, 60 percent design by September 2027, 90 percent design by December 2027, and final PS&E by June 2028. Required certifications include non-lobbying, non-collusion affidavit, non-discrimination, and debarment/suspension compliance; proposals lacking these documents will be deemed nonresponsive.
