Addendum Summary

This is an addendum document providing additional Computer-Aided Design and Drafting (CADD) files for the City of Tustin's Red Hill Avenue Rehabilitation project (CIP No. 70261) in Orange County, California. The addendum supplements the original Request for Proposals for professional engineering consulting services to prepare Plans, Specifications, and Engineer's Estimate documentation for a 1.25-mile arterial rehabilitation project between Bryan Avenue and Sycamore Avenue. The project scope includes pavement rehabilitation or reconstruction, ADA curb ramp upgrades, Class II bicycle lane design, utility adjustments, traffic signal detection modifications, and water quality management planning. Proposals were originally due August 17, 2026, at 4:00 p.m. Interviews are scheduled for September 16, 2026, with City Council approval estimated for October 6, 2026, and Notice to Proceed issuance targeted for October 20, 2026. The project schedule requires 30 percent design completion by March 2027, 60 percent design by September 2027, 90 percent design by December 2027, and final PS&E delivery by June 2028.

The addendum provides AutoCAD base files and supporting design documentation to assist proposing consultants in preparing their responses. Compensation will be negotiated on a fixed-fee basis following qualifications-based selection, with the City evaluating consultants based on firm qualifications and experience (20 points), approach and work plan including project controls and QA/QC processes (30 points), qualifications of the project manager and key individuals (30 points), schedule of delivery (10 points), and reference checks (10 points). The project is federally funded and requires compliance with 2 CFR Part 200, NEPA support documentation, and Caltrans requirements. Consultants must maintain professional liability insurance of $1 million per occurrence and general liability and automobile liability coverage of $1 million per occurrence.
