About this opportunity
The City of Tucson is seeking engineering consultant services for the planning and design of HAWK (High-Intensity Activated Crosswalk) signals through a Federal Highway Administration (FHWA) funded project. The procurement is structured as a Request for Qualifications (RFQ) No. 230049, targeting multi-disciplinary design services across two project groups: Group 1 with eight locations and Group 2 with two locations at various intersections throughout Tucson. Required deliverables include comprehensive documentation such as construction drawings, environmental documentation, specifications, special provisions, and cost estimates. Consultants must demonstrate expertise in traffic signal design, pavement marking, roadway signing, NEPA compliance, and federal regulations. The evaluation process will be points-based, with criteria including team qualifications (25 points), firm experience (20 points), available resources (20 points), project approach (20 points), and firm qualifications (15 points). The pre-submittal conference was scheduled for February 21, 2023, at 2:00 pm via Microsoft Teams, with statements of qualifications due on March 10, 2023, at 2:00 pm local Arizona time. Consultants must be pre-qualified with the Arizona Department of Transportation (ADOT) and have experience managing federally funded design projects.
The procurement includes a Disadvantaged Business Enterprise (DBE) program with specific participation goals: 8.25% for Hawks Package 1 and 4.78% for Hawks Package 2. Consultants must actively seek DBE participation, document good faith efforts, and meet specific certification requirements through the Arizona Unified Transportation Registration and Certification System (AZ UTRACS). The project has a design phase budget of approximately $400,000, with the City intending to award Group 1 Package to the highest-ranked firm and potentially awarding Group Package 2 to the same firm or through a separate solicitation. Consultants must complete a DBE Goal Assurance form and comply with comprehensive DBE participation guidelines, including prompt payment to subconsultants and detailed reporting mechanisms. Potential financial penalties for non-compliance include liquidated damages, contract termination, and disqualification from future bidding. The contract will contain standard FHWA Terms and Conditions, emphasizing non-discrimination and equal opportunities for socially and economically disadvantaged businesses.
