About this opportunity
The Village of Wyoming, Wyoming County, New York, is requesting qualifications from professional engineering firms for planning, design, permitting, environmental review, bidding, construction administration, and funding assistance for potential public water system improvements, with statements of qualifications due July 2, 2026 at 1:30 p.m. This is a qualifications-based selection (QBS) procurement in which cost is not evaluated during the selection phase.
The Village serves 427 residents through 188 service connections and operates groundwater supply facilities, transmission and distribution infrastructure, and a 150,000-gallon above-ground storage tank. The scope encompasses preliminary engineering evaluations, hydraulic modeling, water transmission main improvements, water storage tank rehabilitation or replacement, environmental review and permitting, funding application assistance, final design and bid-phase services, and construction administration and inspection. Firms must be licensed to practice engineering in New York State, demonstrate experience with municipal water projects and publicly funded infrastructure, and possess capacity to complete work within required timeframes.
Funding sources include Community Development Block Grant (CDBG), New York State EFC Drinking Water State Revolving Fund (DWSRF), Water Infrastructure Improvement Act (WIIA), and USDA Rural Development Water and Waste Loan and Grant Program. The selected consultant must demonstrate experience with these funding programs and compliance requirements.
Evaluation uses eight weighted criteria totaling 100 points: firm experience (20 points), project team qualifications (15 points), funding program experience (15 points), project approach and understanding (15 points), past performance (10 points), capacity and availability (10 points), regulatory and permitting expertise (10 points), and MWBE/DBE participation (5 points). The Village strongly encourages participation by Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB). Interviews are anticipated in July 2026, with award expected in August 2026. No incumbent has been identified.
