This is a Request for Qualifications (RFQ) issued by the Village of Wyoming, New York, seeking qualified professional engineering firms to provide comprehensive planning, engineering design, permitting, environmental review, bidding, construction administration, and funding assistance services for potential improvements to the Village's public water system. The Village serves approximately 427 residents through 188 service connections and operates groundwater supply facilities, water transmission and distribution infrastructure, and a 150,000-gallon above-ground water storage tank. The project scope includes preliminary engineering evaluations, hydraulic modeling, water transmission main improvements, water storage tank rehabilitation or replacement, environmental review and permitting, funding application assistance, final design and bid phase services, and construction administration and inspection services. The RFQ was issued on June 9, 2026, with Statements of Qualifications due by July 2, 2026, at 1:30 PM. The selection process includes RFQ review, potential interviews in July 2026, and award anticipated in August 2026. The procurement follows Qualifications-Based Selection (QBS) procedures in which firms are evaluated solely on qualifications, competence, and experience, with cost information addressed only during subsequent negotiations with the highest-ranked firm.
This procurement is funded through a combination of federal and state sources, including Community Development Block Grant (CDBG), New York State EFC Drinking Water State Revolving Fund (DWSRF), Water Infrastructure Improvement Act (WIIA), and USDA Rural Development Water and Waste Loan and Grant Program. The selected consultant must demonstrate experience with these funding programs and their associated compliance requirements. Evaluation criteria consist of eight weighted categories totaling 100 points, including firm experience (20 points), project team qualifications (15 points), funding program experience (15 points), project approach and understanding (15 points), past performance (10 points), capacity and availability (10 points), regulatory and permitting expertise (10 points), and MWBE/DBE participation (5 points). Minimum qualifications require that firms be licensed to practice engineering in New York State, demonstrate experience with municipal water projects and publicly funded infrastructure projects, and have capacity to complete work within required timeframes. The Village strongly encourages participation by Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB). No incumbent has been identified, and the Village reserves the right to reject submissions, request additional information, and award to one or more firms as deemed in its best interest.
