About this opportunity

The West Virginia Parkways Authority (WVPA) is soliciting proposals through Agency Request for Proposals (ARFP) TPK26-01 for Energy Savings Performance Contracting Services to implement comprehensive energy conservation measures across its portfolio of 25 facilities, encompassing approximately 380,330 square feet with current combined annual utility costs of $1,450,777. The scope of work includes design, acquisition, installation, commissioning, training, maintenance support, and measurement and verification of HVAC systems, lighting systems, control systems, building envelope improvements, domestic hot water systems, water and wastewater efficiency measures, energy storage, renewable energy measures, geothermal systems, and other energy-saving technologies across roadway, toll plaza, travel plaza, maintenance, and administrative facilities. The selected Energy Service Company (ESCO) must conduct preliminary assessments, detailed Investment Grade Audits, provide engineering and procurement support, implement project management, perform commissioning and training, deliver long-term measurement and verification using IPMVP Option C (Whole Facility) methodology, and perform annual savings reconciliation. Mandatory qualifications include NAESCO accreditation or equivalent demonstrated ESPC qualifications, and all proposals must meet fourteen mandatory requirements and achieve a minimum acceptable score of 63 points out of 90 available technical points to advance to cost evaluation. The resulting contract must guarantee minimum net savings of at least five percent of current energy operating costs, comply with West Virginia Code 5A-3B-2, carry a maximum term of fifteen years with annual fiscal termination language, and be valid for a minimum of 120 days. The mandatory pre-bid meeting was held on April 27, 2026, from 1:00 P.M. to 2:00 P.M. at the WVPA Conference Room in Beckley, West Virginia, the technical question deadline was April 30, 2026, and sealed technical and cost proposals must be submitted separately to the Purchasing Department at 374 George Street, Beckley, West Virginia 25801, by May 7, 2026, at 2:00 P.M. Pricing will be evaluated on a best-value basis combining technical, financial, and project delivery factors, with cost representing a minimum of ten points on a 100-point scoring scale.

The solicitation documents do not specify set-aside designations or restrictions limiting eligibility to particular types of organizations, such as disadvantaged enterprises or minority-owned businesses, nor do they identify any incumbent vendors or current contractors. The WVPA reserves the right to implement all or only a portion of proposed energy conservation measures, to phase work by facility or energy conservation measure category, to add or remove facilities during the Investment Grade Audit phase, and to add additional facilities if the Authority determines inclusion is in its best interest. ESCOs may propose self-funded, cash-funded, lease-purchase, tax-exempt financing, or other lawful financing structures consistent with WVPA's fiscal control requirements and West Virginia law. The Authority is interested in evaluating whether portions of the project may qualify for federal clean energy Investment Tax Credits or elective pay/direct pay incentives available to governmental or tax-exempt entities, and proposers must clearly identify and separately price any potentially eligible scope while disclosing all ownership, placed-in-service, prevailing wage, apprenticeship, domestic content, energy community, financing, and documentation assumptions. The procurement documents do not specify a total contract award value or budget range; however, given the current annual utility costs of $1,450,777 across the facilities and the requirement for a minimum five percent savings guarantee, the financial scope of the energy savings performance contract will be substantial and dependent on the specific energy conservation measures proposed and financed by the selected ESCO.
