About this opportunity

The City of St. Petersburg is requesting proposals for an advanced Energy Management Software platform to centralize municipal utility account oversight, with proposals due August 25, 2026. The platform must automatically integrate with utility provider billing systems to deliver real-time consumption data, generate alerts for overconsumption or abnormal usage patterns, support project management for energy efficiency initiatives, and integrate with existing City infrastructure including solar panel systems and electric vehicle chargers. Implementation must be completed within sixteen weeks of contract execution.

The estimated first-year cost is $50,000 with annual maintenance of $50,000 for subsequent years; funding is requested in the FY27 Operating Budget under the General Fund and remains subject to City Council approval. The software will be deployed on-premise without cloud hosting. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, cyber liability insurance of $1,000,000 per occurrence, and technology errors and omissions insurance of $1,000,000, with the City named as additional insured. The contractor assumes full indemnification obligations for third-party claims, security issues, and regulatory compliance violations.

Proposals must demonstrate a minimum of three reference projects completed for comparable municipalities, documented energy savings and return on investment, relevant qualifications and experience with key personnel resumes, detailed technical and implementation approach addressing system integration and data security, a project schedule, training and support plans including emergency technical support outside normal business hours, and completed cost analysis. All responses must be submitted as a single continuous PDF. Subcontractor participation from Small Business Enterprises, Minority Business Enterprises, Women Business Enterprises, and Veteran-Owned Businesses located in the Tampa Bay Region is encouraged but voluntary; proposers will not be deemed non-responsive for zero participation. A Subcontractor Utilization Form is required.

Opportunity text

The City of St. Petersburg is seeking proposals for an advanced Energy Management Software platform capable of centralizing and enhancing the City's oversight of all municipal utility accounts. The objective is to implement an automated solution that improves energy monitoring, operational efficiency, and long‑term sustainability planning.

The desired platform must automatically integrate with the utility provider's billing systems, allowing real‑time access to consumption data and historical usage trends. A key requirement is the ability to generate alerts when overconsumption or abnormal usage patterns occur within any City building, enabling rapid identification and resolution of inefficiencies, such as leaks or equipment failures.

In addition to monitoring functionality, the software must support robust project management capabilities for energy efficiency initiatives. This includes tools for setting goals, tracking progress, and evaluating return‑on‑investment for upgrades or improvements. It is preferred that the platform also seamlessly integrate with existing City infrastructure, including solar panel systems and electric vehicle (EV) chargers, while offering intuitive graphical data displays and forecasting abilities. Scalability is essential, as the City intends to expand use of the platform to meet evolving operational and sustainability needs.
