About this file
This is a Technology Review Authorization Request for the City of St. Petersburg, Florida, specifically for the Office of Sustainability and Resilience's procurement of Energy Management Software. The City seeks an automated energy management platform capable of centralizing oversight of all municipal utility accounts and providing real-time monitoring of consumption data across City buildings. The software must integrate directly with the utility provider's billing systems, display historical and current consumption data, generate alerts for overconsumption or abnormal usage patterns, and facilitate project management for energy efficiency initiatives including goal-setting, progress tracking, and return-on-investment analysis. Additional required functionality includes integration with existing City infrastructure such as solar panel systems and electric vehicle chargers, intuitive graphical data displays, consumption forecasting capabilities, and scalability for future expansion. The requested implementation timeline is up to 16 weeks, with the system to be deployed on-premise. The Technology Review Work Group approved the authorization on April 9, 2026, clearing the project to proceed to procurement.
The estimated original purchase amount for the first year is $50,000.00, with an annual maintenance cost of $50,000.00 for subsequent years. Funding has been requested in the FY27 Operating Budget within the General Fund under the Public Works Administration Department, Sustainability and Resiliency Division (account code 0001.040.1251.5670110) and remains subject to City Council approval. The software will store non-public utility and meter number data for each City location but will not exchange data with other current City systems, accessing the utility provider's system directly instead. No cloud hosting is required, as the solution will be maintained on-premise.

Technology Proposal Please provide a detailed product description, including name and version if known:
The Office of Sustainability and Resilience is evaluating an energy management software solution for the City of St. Petersburg that will provide automated monitoring for all utility accounts under its management. The software must be capable to integrate automatically with the utility provider's systems, display consumption history and current data and of delivering notifications when overconsumption occurs within any building, thereby enabling prompt action to address inefficiencies.
In addition to consumption monitoring, the platform should facilitate project management related to energy efficiency upgrades. Essential features include the ability to set specific goals, track progress toward these objectives, and evaluate return-on-investment for each project.
Integration capabilities are also required, allowing the software to work seamlessly with the City's existing solar panels and electric vehicle (EV) chargers. The system should provide accessible and intuitive graphical representations of data, offer consumption forecasting, and be designed to accommodate future expansions as the City's needs evolve.
Describe how you or your department will use this product:
The Office of Sustainability and Resilience will utilize energy management software to unify the oversight of multiple utility accounts. By consolidating all account information into a single, unified platform, staff will have simplified access to historical consumption data. This centralized approach will enable users to efficiently identify usage trends, monitor improvements over time, and pinpoint opportunities for cost savings.
The platform is designed to facilitate the early detection of costly issues, such as building leaks or inefficiencies.
When a building's performance falls below expectations, the system will send alerts, allowing staff to quickly address and resolve these problems. Through these capabilities, the software will support more effective management of utility resources and contribute to the City's energy efficiency goals.
Please provide estimated implementation timeline:
up to 16 weeks
