About this opportunity

The Virginia IT Agency (VITA), on behalf of the Commonwealth of Virginia, is seeking proposals for enterprise-wide, next-generation End User Computing (EUC) Services under RFP 2026-03, with responses due December 15, 2026. VITA anticipates a single award to one supplier. The opportunity lists Richmond City and Roanoke City as jurisdictions. No set-aside or local-vendor preference applies.

The supplier will deliver fully managed, secure, and compliant end-user services to Virginia Executive Branch agencies and other public bodies, covering device support, software support, troubleshooting, lifecycle management, and financial and asset tracking, including CMDB maintenance and GASB compliance. Services apply to both supplier-owned devices and Commonwealth-owned or leased devices. The supplier must integrate as a full Tier 1 supplier within VITA's Integrated Services Platform and multisourcing service integrator (MSI) model. EUC tools may not use proprietary formats that hinder integration into the MSI platform or VITA Toolkit, and VITA and the MSI integrator must have full, real-time visibility into tool content and configuration. Suppliers may propose value-added or premium services as optional capabilities and must propose continual improvements throughout the term.

The source file summaries identify compliance obligations including FedRAMP, CJIS, FISMA, PCI, ISO 27001, HIPAA-HITECH, and FERPA. Commonwealth data must remain within the United States with FIPS 140-3 compliant encryption. Personnel must be U.S. citizens or hold valid H1B visas. Operations run 24x7x365 with Priority 1 incident response, and SOC 1 and SOC 2 Type II audits occur twice annually. Laptops may not exceed four years past installation and desktops may not exceed six years, with hardware kept within OEM support.

Renewal options are up to one (1) year each, at VITA's sole discretion. Pricing appears in Exhibit 4.0 (Pricing and Financial Provisions), and charges are invoiced monthly in arrears.

Opportunity text

The Virginia IT Agency (VITA), on behalf of the Commonwealth of Virginia (Commonwealth), is seeking a supplier to deliver enterprise-wide, next generation End User Computing (EUC) Services to Virginia Executive Branch agencies and other public bodies. VITA is looking for a strategic partnership offering fully managed, secure, and compliant end-user services, while also providing flexibility to support management of both supplier-owned devices and Commonwealth-owned/leased devices. Additionally, VITA is also seeking supplier input on simplification of device offerings and other available transformative efforts that modernize the environment while containing costs. VITA will maintain a supplier-delivered End User Computing (EUC) model that builds on the current service framework at Commencement, through optimizing and modernizing services to align with current capabilities, demand, and operational realities. The Supplier will provide end-to-end service delivery, including device support, software support, troubleshooting, lifecycle management, and required financial and asset tracking processes (e.g., CMDB, GASB compliance) for all devices/workstations. Suppliers may propose value-added or premium services as optional capabilities available to agencies. During the life of the contract, Supplier will propose to VITA continual improvement of service/device offerings while meeting Customer needs and requirements, focusing on service quality, operational efficiency, and customer experience. The EUC supplier will be required to integrate as a full Tier 1supplier*. The EUC supplier may bring a suite of tools to manage the service platform, but all EUC provided tools shall not utilize proprietary tools or formats that hinder or prohibit integration into the MSI platform/VITA Toolkit. VITA and the MSI integrator shall have full, uninhibited real-time visibility into the content and configuration of all EUC provided tools.VITA anticipates a single award to one supplier for EUC services, while reserving the right to continually adjust the device ownership structure based on the best value and most suitable solution to the Commonwealth. VITA also reserves the right to issue a single award, multiple awards, or no award. All communications related to this forthcoming RFP should be directed to the Single Point of Contract (listed as the Buyer on this posting).More information on the Multi-Supplier model, including links to current Service Tower contracts, is available here: https://www.vita.virginia.gov/about/reports/multisupplier-model-information/ * VITAs Managed Environment is established by a multi-provider integrated model, led by a Multi-Sourcing Service Integrator (MSI) to deliver certain IT services to VITA and other Virginia Executive Branch Agencies. While VITAs Managed Environment is comprised of various and separate scopes of services provided by multiple Integrated Suppliers (also called Service Tower Suppliers), the multi-provider model requires coordination, cooperation and integration among the Integrated Suppliers. These suppliers must work together toward the common goal of providing uninterrupted, high-quality services to VITA & the Commonwealth. In this regard, the participants must perform their services, interact, and cooperate with each other in a manner that, as a foremost guiding principle, first considers the best interests of VITA & the Commonwealth.
