About this opportunity

The Orlando Utilities Commission is requesting proposals for an Unmanned Aerial System capable of navigating and mapping enclosed spaces, with proposals due June 23, 2026 under RFP PR9154. The procurement has been amended; Addendum No. 1 (posted May 29) modified original terms, requirements, and evaluation criteria and supersedes conflicting language in the base RFP.

The scope requires a complete UAS solution including hardware, software, accessories, training, and ongoing technical support. The system must safely enter small corridors and tight spaces near critical infrastructure with minimal room for error, equipped with collision-resistance and built-in safety features to capture high-accuracy spatial and visual data for engineering, maintenance, and asset management workflows. Vendors must demonstrate compliance with Florida Administrative Code 60GG-2.0075 and FAA Remote ID requirements, specify collision-resistance features, IP rating, payload options (EO, LiDAR, and IR), software and subscription requirements, assembled dimensions, and flight endurance specifications. The drone must produce data compatible with OUC's engineering and asset management systems and reduce personnel risk while enhancing inspection efficiency.

Bidders must submit company information including business registration status, Dun & Bradstreet number, team qualifications, office locations, website, and employee count via Attachment C (Bidder Information and Qualifications form). A signed cover letter from a company officer is required. Pricing is provided in Attachment B (Pricing Schedule), with costs broken down by line item for hardware, software licenses, accessories, training, and ongoing support to enable total cost-of-ownership comparison. The RFP specifies warranty terms and any volume discounts or pricing adjustments.

Place of performance is Orlando, Florida. The source does not identify an incumbent, estimated contract value, contract term, or specific evaluation criteria weighting.

Opportunity text

The Orlando Utilities Commission (OUC) is requesting proposals from vendors to provide an Unmanned Aerial System (UAS), or "drone", capable of navigating and mapping enclosed spaces. For some OUC drone applications, a drone must be sent into small corridors commonly near critical infrastructure, navigating tight spaces with minimal room for error. To aid these workflows and reduce risk, a selected vendor will provide a drone that can enter these tight spaces. Utilizing built-in safety features such as collision resistance, the drone will be able to capture and model conditions within the enclosed space safely. The selected system will enhance inspection efficiency, reduce personnel risk, and produce high accuracy spatial and visual data suitable for engineering, maintenance, and asset management workflows. The selected vendor shall provide a complete UAS solution including hardware, software, accessories, training, and support.
