About this file

This addendum document, issued by the Orlando Utilities Commission (OUC) in Florida, modifies the original Request for Proposals (RFP) PR9154 for an Enclosed Space Drone system. The addendum clarifies and supplements the requirements for vendors to provide a complete Unmanned Aerial System (UAS) capable of navigating and mapping enclosed spaces, particularly in small corridors near critical infrastructure. The RFP seeks a solution that includes drone hardware with collision resistance and safety features, integrated software, accessories, comprehensive training, and ongoing technical support to enhance inspection efficiency and reduce personnel risk while capturing high-accuracy spatial and visual data for engineering, maintenance, and asset management applications.

The addendum specifies modifications to the original RFP terms, requirements, and evaluation criteria. Key changes include clarifications on technical specifications, system capabilities, deliverables, and the scope of training and support services the selected vendor must provide. The document establishes the contractual framework governing the submission process, proposal evaluation methodology, and conditions for award. The addendum ensures all potential bidders operate under consistent and updated requirements, superseding any conflicting language in the original RFP documents while maintaining the overall procurement timeline and evaluation structure for this specialized UAS procurement.

To: All Prospective Proposers:

From: Bhumika Nathoo, Buyer Subject: Addendum No. 1, RFP PR9154 - Enclosed Space Drone

The purpose of this Addendum is to address questions in response to the subject solicitation.

Questions:

Question 1. The solicitation states that the firm would have to provide the training. Is this a supply or service contract?

Response 1. OUC is specifically looking for initial training on drone-specific operations. OUC is not looking for continuous training or general drone operation training. OUC is looking for a one-time classroom session (or online platform) that guides us through how the provided drone operates, and then OUC will handle training operators internally.

Question 2. What licenses are needed to fulfill this contract?

Response 2. Refer to Sections 2.1 & 3.22 of the RFP document.

Question 3. Does the awardee have to provide training to use the UAVs?

Response 3. Yes, the awardee must provide training courses, coursework, or online material for the specific drone that they have been selected to provide. The awardee themselves does not need to provide the training if they wish to use a third-party to provide instruction, but the awardee must provide access to the training resources.

Question 4. Can this training be done virtually?

Response 4. The training material can be delivered however the vendor sees fit. This can come in the form of a classroom session, Microsoft Teams calls, web-based training platform with modules, etc.

Question 5. The questionnaire asked the company to list if they have done similar work before. Is the work to be done going to be done by the drone service provider (or company) or is it to be done by the end user at OUC?

Response 5. OUC is asking the vendor to provide details about any previously delivered systems that are like the drone that they are providing.

Question 6. Must the drone be NDAA compliant?

Response 6. Per the minimum requirements, the drone must comply with Florida Administrative Code 60GG-2.0075 and FAA Remote ID requirements. The drone does not need to be NDAA compliant.

Question 7. Does the drone need on-board removable storage?

Response 7. Per the minimum requirements, the drone must have an SD card for on-board media storage. It must be possible to offload data from the drone via removable SD card.

Reminder:

Bids are due no later than 2:00 p.m. Local Time on June 23, 2026, via VendorLink submission to OUC’s Purchasing Office located at, 100 W. Anderson Street, Orlando, FL 32801.

Your proposal response must acknowledge Addendum No. 1 was received or your bid may be considered non-responsive. In other respects, except as specifically stated above, the subject request for Proposal remains unchanged.

Note:

There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.

Sincerely, Bhumika Nathoo
