Required qualifications for contractors include existing online ordering capabilities, designation of at least one representative for KCAB communications and in-person demonstrations, ability to provide emergency and disaster resupply within 24 hours of major incidents with 24/7 representative access, and the capability to offer discounted pricing on EMS supplies not included in the specified line item list. The deadline for submission of bid questions is Thursday, March 26, 2026, at 11:59 p.m., with answers posted no later than Thursday, April 2, 2026, at 11:59 p.m., and bids must be submitted electronically by Thursday, April 9, 2026, at 2:00 p.m. Eastern Time, with contractor selection scheduled for April 16, 2026. The contract term is three years (April 20, 2026, through April 19, 2029) with KCAB's option to renew for two additional one-year periods, and annual price adjustments are permitted after the first year based on the Consumer Price Index for the Cincinnati/Northern Kentucky metropolitan area, capped at a maximum of 3 percent of the current annual contract price.

The procurement includes a preference for Kentucky resident bidders in accordance with state law, and disadvantaged business enterprises will receive full and fair opportunity to submit bids without discrimination based on race, color, national origin, creed, sex, age, or disability. The KCAB reserves the right to make multiple awards and negotiate with qualified bidders as deemed beneficial. The sample contract agreement specifies that the contractor must carry comprehensive insurance coverage including professional liability insurance ($1,000,000), commercial general liability insurance ($2,000,000 to $10,000,000 depending on work location), automobile liability insurance ($2,000,000 to $10,000,000), workers' compensation, and unemployment insurance, with KCAB named as an additional insured. Payment to the contractor will be based on rates established in the contract and is due within 30 days of KCAB's receipt of invoice upon satisfactory delivery of supplies, with contractors required to submit detailed invoices no more than once per shipment itemizing supplies delivered with corresponding quantities and rates. The contract is governed by Kentucky law with exclusive jurisdiction in Boone County Circuit Court or U.S. District Court for the Eastern District of Kentucky, Covington Division, and KCAB retains the right to terminate the contract immediately for default, breach, or unsatisfactory performance, or for any reason upon 30 days' written notice.
