About this opportunity
The City of Philadelphia is conducting a micro purchase procurement for EMS Promotional Items 2026, with quotes due by May 8, 2026. This solicitation seeks three distinct promotional items totaling 1,000 units each: twenty-ounce stainless steel double-walled vacuum-insulated tumblers available in nine colors with spill-resistant lids; foldable emergency response multi-function trauma shears constructed of stainless steel with at least six integrated tools; and super bright nine LED aluminum flashlights with lanyards powered by three AAA batteries. All items must be imprinted with the PROEMS logo via silkscreen printing or laser etching in one or full color at a single location, with vendors required to provide high-resolution preproduction photos displaying the imprinted designs prior to final production. Delivery of all assembled and individually packaged items must be completed within 40 days of award to the Philadelphia Regional Office of EMS. Vendors must quote all three line items to be eligible for award, and the micro purchase will be awarded as a whole or by individual line items at the City's discretion to the lowest responsive and responsible bidder. All costs including unlimited artwork and design consultations, unlimited preproduction logo revisions, setup, and delivery to the specified Philadelphia location are included with no extra charges to the buyer.
This procurement does not appear to contain set-aside designations for specific enterprise categories; however, the City has distributed an optional LGBTQ Applicant Opportunity Data Sheet to collect demographic information regarding LGBTQ business ownership and certification status through the National LGBT Chamber of Commerce or Independence Business Alliance. Vendors are required to maintain General Liability Insurance of $500,000 per occurrence, Workers' Compensation at statutory limits, and Automobile Liability Insurance of $300,000 per occurrence unless only supplying items via common carrier. Vendors must not be indebted to the City for delinquent taxes, liens, or judgments, and must comply with all applicable laws and nondiscrimination requirements. All quotes must be submitted electronically through PHLContracts with a signed Consent and Authorization Agreement on file; quotes remain valid for 60 days from submission. The procurement is structured as a micro purchase under $43,000 (adjusted annually by CPI-U) with a contract term of 365 days from the effective date and no renewals permitted. Payment will be made via electronic deposit following delivery and City approval, with all costs quoted FOB Destination Point exclusive of federal excise, transportation, and Pennsylvania sales and use taxes.
