About this file
This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors responding to the EMS Promotional Items 2026 micro purchase opportunity in Pennsylvania. Bidders must complete all required tabs in the online system, including providing unit costs for each item, answering mandatory questions, accepting terms and conditions, and submitting necessary attachments. The opportunity will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award, and no delivery or services should commence until official notification is received from the department.
All quotes must include an executed Consent & Authorization form in the vendor profile or attached during submission, as no quote will be considered without this document on file. Vendors should confirm they are operating in the Seller role rather than Seller Admin role before beginning their submission. The checklist allows vendors to optionally submit an LGBTQ Applicant Opportunity Data Form and requires completion of the Local Business Entity (LBE) certification question, though the LBE Program does not apply to small purchases. Vendors must address all red validation warnings before submission and may attach supporting documentation related to their quote. The process requires vendors to save and continue after each completed tab to ensure all mandatory fields are addressed before final submission through the PHLContracts.phila.gov portal.
