About this opportunity
The Florida Department of Transportation (FDOT) District 2 is soliciting written bids for a maintenance employment services contract specifically focused on bridge maintenance. The procurement seeks to establish a contract for providing maintenance technicians on a full-time or part-time basis at bridge maintenance offices in Lake City and Jacksonville. Qualified bidders will supply entry-level maintenance technicians with salary ranges between $15.00 and $20.00 per hour, with vendors adding a percentage markup to base hourly rates. Required qualifications may include specific training certifications such as Chainsaw Safety, Maintenance of Traffic (MOT) Certification, and Boating Safety training. Technical questions for this Invitation to Bid (ITB) DOT-ITB-26-2006-JB are due by September 25, 2025, with sealed bids due electronically by October 2, 2025, at 2:00 PM, followed by a public bid opening at 2:30 PM at the FDOT District 2 Headquarters in Lake City, Florida. The initial contract term is one year, with options for three additional one-year renewals contingent upon satisfactory performance and fund availability.
The contract includes strict compliance requirements with numerous federal non-discrimination statutes, including Title VI of the Civil Rights Act, the Uniform Relocation Assistance Act, and the Age Discrimination Act. The current contract is held by Aligned Employment Services, LLC, who executed the contract on October 10, 2024, with a 25% markup rate and five existing employees. The total budgetary ceiling for the contract is $312,000, with an anticipated annual spend of approximately $50,485.65. Vendors must use the E-Verify system for work authorization verification and maintain a drug-free workplace. The anticipated staffing breakdown is four employees in Lake City and two in Jacksonville, with additional staffing contingent on FDOT needs. Performance evaluation will focus on vendor responsiveness, safety compliance, training completion, and customer satisfaction. Vendors will be responsible for background checks, holiday pay, and ensuring employees meet specific workplace requirements, with additional costs covered by the markup including insurances, overhead, and employment expenses.
