About this opportunity
The City of Phoenix Finance Central Procurement is soliciting proposals for Employee Health Clinic Services under Request for Proposal PS 26-0095, with a proposal deadline of February 23, 2026, at 2:00 p.m. Written inquiries must be submitted by February 6, 2026, and a non-mandatory pre-offer conference is scheduled for February 3, 2026. The contractor will establish and operate a near-site health clinic serving approximately 32,000 eligible city employees and their dependents enrolled in three self-funded medical insurance plans (HDHP, PPO, and HMO) for a five-year contract term commencing January 1, 2027, with implementation beginning no later than June 2026. The contractor must provide same-day or next-day medical appointments, primary care, urgent care, limited pharmaceutical services, preventive health and wellness services, and optional behavioral health services at clinic locations preferably within two city blocks of 1st Avenue and Washington Street, operating Monday through Friday from 7:00 AM to 6:00 PM Arizona Time. The contractor is responsible for all costs associated with establishing and operating the clinic, including leasing or owning real property, constructing or leasing the building, furnishing the clinic with equipment and fixtures, and covering any future renovations or remodeling expenses. Proposals will be evaluated using weighted criteria of Method of Approach (42.5 percent), Qualifications and Experience (30 percent), and Pricing Proposal (27.5 percent), with qualified offerors required to demonstrate a minimum of five consecutive years of experience providing employee health clinic services for organizations comparable in size to the City of Phoenix. Pricing must be firm and fixed for the entire five-year contract term through December 31, 2031, and the contractor must obtain a performance bond equal to 10 percent of the total contract amount within 14 days of award notification.
Contractors must comply with Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements under 49 CFR Part 26, with initial plans due 30 calendar days after contract award and annual updates submitted on the anniversary date of contract execution thereafter, with monthly reporting to the City's Certification and Compliance System at phoenix.diversitycompliance.com. All offerors must sign and execute Federal Transit Administration (FTA) certifications addressing tax liability, debarment and suspension status, lobbying activities, and compliance with applicable federal regulations, with incomplete or inapplicable certifications resulting in rejection of nonresponsive offers. Offerors accessing the City's Census Data for bid preparation must execute a confidentiality and non-disclosure agreement with The Segal Group, Inc., the City's health care benefits consultant, prior to the proposal due date. The contractor must maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000 aggregate), Professional Liability ($1,000,000 per claim), and Network Security and Privacy Liability ($1,000,000 per claim), and must execute a Business Associate Agreement establishing HIPAA compliance obligations for the protection of Protected Health Information and Electronic Protected Health Information. The contract incorporates the City of Phoenix's Supplemental Terms and Conditions applicable to all city agreements, requiring compliance with nondiscrimination provisions, E-Verify employment verification, heat safety mitigation plans for outdoor workers, and prompt payment to subcontractors within seven days of receipt of payment from the City. While specific budget amounts are not disclosed in the solicitation documents, the five-year contract value and fee structure will be evaluated through the pricing proposal component, with the City retaining the right to award one or multiple contracts to the most responsive and responsible offeror(s).
