About this opportunity
The County of Tuolumne is seeking a qualified consultant to conduct a comprehensive Employee Compensation Study through Request for Proposals #RFP-2023-0081, targeting a detailed review of the county's compensation and benefits structure across 296 job classifications. The primary objectives include conducting an external market analysis, identifying market peers, determining compensation strategy competitiveness, and recommending updates to the pay matrix while implementing California's minimum wage increases. Proposals must be electronically submitted by October 6, 2023, at 12:00 pm, with an anticipated contract execution date of October 17, 2023, and project completion targeted for February 16, 2024. The study will involve benchmarking against Union-negotiated comparable counties including Alpine, Amador, Calaveras, El Dorado, Mariposa, Merced, Mono, Nevada, Placer, San Joaquin, and Stanislaus. Evaluation criteria will focus on Experience & Qualifications (30%), Service Delivery/Methodology/Timeline (30%), and Reasonable Cost of Service (40%), with the contract to be awarded on a flat fee basis.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Proposers must meet specific insurance requirements, including commercial general liability, automobile liability, and workers' compensation coverage. The County of Tuolumne currently does not have an active contract for this type of service, indicating this is a new procurement without an incumbent vendor. The classification list reveals significant salary variations across job types, with hourly rates ranging from $15.84 for entry-level positions to $105.92 for executive roles like Health Officer/Director of EMS. While a specific budget range is not explicitly stated, the comprehensive nature of the study covering nearly 300 job classifications suggests a substantial investment in understanding and optimizing the county's compensation structure. Consultants must be licensed to do business in California and prepared to collaborate closely with the Human Resources Department throughout the study process.
