About this opportunity
The Commonwealth of Kentucky Department of Criminal Justice Training is soliciting quotations for the procurement of 1,280 copies of "Emotional Survival for Law Enforcement: A Guide for Officers and Their Families" (Revised Edition, ISBN: 978-0-9717254-1-6) through Request for Quotation (RFQ) 758 2500000033. This is a one-time purchase representing a two-year supply of foundational training materials to be distributed to all Basic Training Recruits upon academy entry and to all Academy of Police Supervision students during in-service classes at two campuses located in Richmond and Madisonville, Kentucky. Books must be delivered to 4449 Kit Carson Drive, Richmond, Kentucky 40475, which has dock facilities capable of receiving freight shipments. The procurement is classified under commodity code 71510 (Books, Curriculum Guides, Directories, Magazines, and Pamphlets). Vendors' written questions were due January 6, 2025, at 10:00 AM ET, and sealed bids must be submitted electronically through the Kentucky eProcurement system by January 14, 2025, at 1:30 PM ET. Award will be determined using a best value ranking approach allocating 90 points to price (lowest bidder receives maximum points) and 10 points to delivery time in working days, with a one percent per day deduction from invoices for missed delivery dates. Quoted prices must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise taxes and Kentucky sales or use taxes, and must remain valid for a minimum of 60 calendar days after the bid due date. No site visits or bidders' conferences are scheduled, and all bids must acknowledge understanding of all terms, conditions, and any subsequent addenda.
The procurement includes several preferences and qualifications that may apply to eligible vendors. Kentucky resident bidders receive reciprocal preference, while Kentucky Correctional Industries receives a 20 percent preference and qualified nonprofit agencies serving individuals with disabilities receive a 15 percent preference, with these preferences applying to maximum points available. There is no incumbent vendor for this one-time purchase. Prior to award, selected vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), proof of Secretary of State registration for foreign entities if applicable, required affidavits including campaign finance compliance and resident or qualified bidder status affidavits (notarized), and a Certificate of Insurance indicating Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as additional insured. All bidders must be registered in the Commonwealth eProcurement System via the Vendor Self Service System prior to submission. The contract may be cancelled by the Commonwealth with 30 days' written notice. While no specific budget range is provided in the solicitation documents, the Commonwealth Buyer for this procurement is Keith Srutowski, who may be contacted at 502-564-7007 for additional information.
