About this opportunity

The State of Oregon Department of Environmental Quality is soliciting proposals for emission factor testing on pile burning under Intermediate Procurement S-34000-00017362, with questions due July 17, 2026, and proposals due August 4, 2026. An Oregon Small Business Enterprise (SBE) preference of 10 percent applies to certified small businesses.

The scope requires comprehensive field testing, data collection, and analysis to determine emission factors from pile burning of forest biomass using a partial flume hood. Testing will measure air toxics and criteria pollutants including particulate matter (PM10 and PM2.5), sulfur dioxide, nitrogen oxides, carbon monoxide, dioxins and furans, metals, polycyclic aromatic hydrocarbons, selected hazardous air pollutants, and other specified compounds. The contractor must conduct testing on representative pile burn scenarios, perform quality assurance and quality control procedures, and deliver a final report with detailed findings, emission factor calculations, uncertainty analysis, and regulatory application recommendations. Testing is scheduled for fall 2026, with planning and coordination in summer and fall 2026, and final reporting due spring 2027.

Minimum qualifications include Oregon business registration, ASTM Standard D-7036 accreditation, and three years of experience spanning at least five different projects conducting air emission testing. The contractor must maintain commercial general liability insurance of at least $1 million per occurrence and comply with comprehensive federal and state laws including wage equity and non-discrimination requirements.

DEQ anticipates awarding one contract with an initial two-year term and options to renew up to a maximum of five years, with project completion by December 31, 2027. Evaluation will award 60 points for scope of work (addressing prior experience, coordination ability, hood modification consultation, and testing capability) and 40 points for cost (using lowest proposed cost as baseline). The contractor must submit detailed cost sheets using a fixed-price, deliverable-based payment model, three reference contacts, COBID certification and disadvantaged-business outreach documentation, and responsibility inquiries. Award is anticipated by August 30, 2026. Contact Tempest Roberts at tempest.roberts@deq.oregon.gov or 503-880-6999. All submissions must be made electronically through OregonBuys.
