About this file

This is a Scope of Work document for the State of Oregon Department of Environmental Quality (DEQ) regarding emission factor testing on pile burning. The project requires comprehensive testing to determine emission factors associated with pile burning activities, with the scope including field testing, data collection, analysis, and reporting of emissions data. The contractor must conduct testing on representative pile burn scenarios to establish empirically-derived emission factors that can be used for regulatory compliance and air quality modeling purposes. The work encompasses sampling and analysis of particulate matter and other relevant pollutants, quality assurance and quality control procedures, and documentation of testing methodologies. Specific deliverables include a final report with detailed findings, emission factor calculations, uncertainty analysis, and recommendations for application of the results in regulatory contexts.

The project requires the selected contractor to comply with all applicable state and federal environmental regulations and DEQ policies. The contractor must demonstrate technical expertise in emission testing, possess necessary equipment and laboratory capabilities, and maintain appropriate certifications for environmental sampling and analysis. All work must be conducted in accordance with established protocols and quality standards, with particular attention to data integrity and reproducibility. The scope emphasizes documentation of all testing procedures, chain of custody requirements, and transparent reporting of both positive and negative findings. Results will be used to support Oregon's air quality management programs and potential regulatory decision-making regarding pile burning practices.

Attachment A - Scope of Work

1. Project Background.

Research and testing to determine emission factors widely used for pile burning of forest debris were conducted in the 1980’s (see Environmental Protection Agency or “EPA” AP-42 Chapter 13). The emission testing conducted under this procurement shall utilize more modern methods and equipment on biomass and materials that represent the slash produced by timber harvest, fuel treatments, and forest restoration Oregon and other areas of the western U.S. The testing shall provide new emissions data that can be used during modeling and as comparative data when writing permits for air curtain incinerators, a growing means of biomass removal that does not involve open burning.

Specific compounds shall be measured, including PM2.5 (particulate matter with an aerodynamic diameter of 2.5 micrometers or less), PM10 (particulate matter with an aerodynamic diameter of 10 micrometers or less), O3 (ozone), CO2 (carbon dioxide), SO2 (sulfur dioxide), NOx (nitrogen oxides), CO (carbon monoxide), VOC (volatile organic compounds), NMVOC (non-methane volatile organic compounds), CH4 (methane), PCDD/F (polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans), and metals. Safety procedures for this methodology are well established, and the test program shall be conducted with a focus on safety.

2. Scope.

Contractor shall coordinate with DEQ and United States Forest Service (USFS) to plan for and complete emissions factor testing on pile burning. Deliverables under this contract will include, but may not be limited to: technical consultation with the fabrication company for modifications to an existing emissions capture hood to ensure hood modifications will accommodate the requirements of the emissions factor test; coordination with DEQ and USFS to identify a testing location and testing material; complete preliminary testing of hood to ensure the planned testing program and hood construction are compatible; prepare for on-site testing through preparation of a testing and safety protocol and conducting on-site tests; and preparing and delivering a final report of all test results to DEQ. Each deliverable is described in greater detail in the following sections.

2.1. Technical consultation. Contractor shall provide technical consultation for emission testing hood modifications. Consultation shall include unit specifications and functional requirements needed to complete testing. Contractor shall also provide technical consultation with DEQ and other interested parties to confirm final testing scope and test program design.

2.1.1. Deliverables.

Contractor shall:

a. Provide guidance and consultation to DEQ related to technical specifications and functional requirements of testing unit.

b. Provide technical consultation to DEQ regarding the final testing scope.

2.2. Coordinate testing location and feedstock. Contractor shall coordinate with DEQ and USFS to reasonably assist in securing access to testing location and testing feedstocks, ensuring site is accessible for testing hood and feedstocks meet testing requirements.

Tests are to be completed at a to-be-determined location. All testing dates and testing site requirements shall be coordinated and confirmed between the Contractor and interested parties. Within reason, Contractor shall coordinate with project contributors to ensure feedstock are cut, piled, and weighed.

2.2.1. Deliverables.

a. Coordinate with DEQ to determine testing dates and test site requirements at selected test location.

b. Coordinate with DEQ and USFS staff to ensure feedstock are cut, piled, and weighed and feedstock information is recorded as part of contract reporting.

c. Contractor shall not assume any responsibility regarding municipality, facility or other permitting.

2.3. Complete preliminary testing of partial hood and modify testing program as needed. After the partial fume hood enclosure has been transported and installed at the test location, and approximately three (3) weeks prior to the full test program, Contractor shall begin preliminary testing to ensure emissions capture is possible while not interfering with the pile ignition. Contractor assumes no responsibility for accounting for interferences that may affect testing results, other than interference with pile placement and ignition.

These preliminary tests shall include two (2) 60–120 minute test runs to obtain preliminary flow, molecular weight, moisture, and particulate loading data. This data shall be used by DEQ in consultation with Contractor to determine if the planned 180 minutes of sample time for the full test program is sufficient, and shall provide additional information to characterize the source, which may necessitate adjustments to the test program or modifications to the enclosure.

DEQ acknowledges that it is exceptionally difficult to determine the appropriate sampling time and volume to maximize the detection of compounds present in small amounts. DEQ and Contractor understand that the variability of fuel – characteristics such as the species of plant/wood, size and age of the wood, proportion of wood to foliage, moisture content, and seasonality – shall likely impact the results. Contractor assumes no responsibility for the variability of fuel. A detailed discussion related to the detection limit of various compounds shall be a major factor in finalizing a test protocol (Deliverable 2.4.1 A). Preliminary testing of particulate shall help the DEQ to define the parameters of the full test scope, which shall be developed by DEQ through consultation with Contractor. Preliminary testing of particulate shall help the DEQ to define the parameters of the full test scope, which shall be developed by the DEQ through consultation with Contractor. Table 1 shows Emissions Test Parameters and Methods.

This test scope is for preliminary determinations of stack characteristics and to gauge the effectiveness of the partial fume hood enclosure.

2.3.1. Deliverables.

a. Complete preliminary testing (as described in Table 1) including the partial hood testing and fuel analysis.

2.4. Complete emissions testing program. Safety Planning & Protocol. Site specific safety orientation and training shall commence upon the first day of arrival and every day thereafter on site as needed. Any training that can be conducted remotely beforehand shall be completed prior to mobilization to the job site.

When a test scope is determined and confirmed by the DEQ and Contractor, a formal compliance source test protocol (STP) shall be written for submittal to the DEQ.

Preparation and review of the STP shall seek to provide coordination and understanding among all concerned parties. Organization of the project schedule and liaison the DEQ personnel are included, subject to the project’s not-to-exceed pricing figures and defined test scope.
