About this opportunity
Emery School District is seeking bids for a comprehensive HVAC replacement and installation project across three elementary schools in Utah: Cleveland, Cottonwood, and Huntington. The procurement involves mechanical system upgrades including installing new packaged air-cooled chillers, rooftop units, heat pumps, unit heaters, and exhaust fan replacements. Cleveland Elementary requires a 60-ton packaged air-cooled chiller, 20 fan coil unit replacements, new pumps, and hot water unit heaters. Cottonwood Elementary needs 20 gas fire/direct expansion rooftop units, associated ductwork, a heat pump system, make-up air unit, and cabinet unit heaters. Huntington Elementary requires 27 gas fire/direct expansion rooftop units, associated ductwork, a heat pump system, make-up air unit, and cabinet unit heaters. Contractors must possess a minimum of five years of HVAC installation experience and submit three separate bids, one for each school. The evaluation criteria includes cost (40 points), specification compliance (30 points), and documentation submission (15 points). A mandatory pre-proposal conference is scheduled for January 22, 2026, at 10:00 AM at Cleveland Elementary School, with questions due by January 27, 2026, at 12:00 PM and final bids due January 30, 2026, at 4:00 PM.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises. Bidders must provide proof of E-Verify participation and maintain 100% materials payment and performance bonds upon contract execution. A 5% bid bond is required with bid submission. The project has a strict completion deadline of August 1, 2026, with work to be coordinated during summer months starting May 22, 2026. Liquidated damages will be assessed at 1% of the bid price per calendar day for failing to meet the completion deadline. While no specific award value is listed, the comprehensive nature of the HVAC replacements across three schools suggests a significant project investment. The Emery School District reserves the right to evaluate and award bids independently by individual school, multiple schools, or in aggregate based on what is deemed most advantageous. Contractors will be responsible for equipment approval, facility security, proper care, damage liability, and hazardous material assessment throughout the project.
