Summary of IFB for HVAC Replacement and Installation
This Invitation for Bids (IFB) is issued by Emery County School District in Utah for HVAC mechanical system upgrades across three elementary schools. The project encompasses comprehensive heating, ventilation, and air conditioning replacements at Cleveland Elementary School, Cottonwood Elementary School, and Huntington Elementary School. Cleveland Elementary requires installation of a new 60-ton packaged air-cooled chiller, replacement of 20 fan coil units, new pumps, hot water unit heaters, and cabinet unit heaters. Cottonwood Elementary needs 20 new gas fire/direct expansion rooftop units with associated ductwork, one heat pump indoor unit, one air-cooled outdoor unit, a make-up air unit, three cabinet unit heaters, and replacement of two exhaust fans. Huntington Elementary requires 27 new gas fire/direct expansion rooftop units with associated ductwork, one heat pump indoor unit, one air-cooled outdoor unit, two cabinet unit heaters, a make-up air unit, and replacement of three exhaust fans. A mandatory preproposal conference is scheduled for January 22, 2026 at 10:00 AM at Cleveland Elementary School, with attendance required for bid eligibility. The question submission deadline is January 27, 2026 at 12:00 PM, and bids are due January 30, 2026 at 4:00 PM. Project completion must occur no later than August 1, 2026, with work coordinated during summer months beginning May 22, 2026. The contract is for a one-time purchase and installation with an award to the lowest responsive and responsible bidder.
Bidders must submit three separate bids—one for each school—with detailed material and labor cost breakdowns. A 5% bid bond is required with bid submission, and contractors must possess at least five years of experience in HVAC installation. Bidders must provide proof of E-Verify participation and maintain 100% materials payment and performance bonds upon contract execution. Bids will be evaluated on cost (40 points maximum), specification compliance with scope of work (30 points maximum), and submission of all required documentation including the bid bond (15 points maximum), for a total of 100 possible points. The District reserves the right to evaluate and award bids independently by individual school, multiple schools, or in aggregate as determined to be in its best interest. Liquidated damages are assessed at 1% of the bid price per calendar day for failure to meet the August 1, 2026 completion deadline. All work must coordinate with school maintenance departments and custodial staff, with the contractor assuming responsibility for equipment approval, facility security, proper care, damage liability, and hazardous material assessment.
