About this opportunity

The City of Ocala Electric Utility is soliciting bids for an emergency stand-by contract (ITB# ELE/250705) for tree trimming and power line clearing services across its service territory. This procurement seeks qualified contractors to provide comprehensive vegetation management and right-of-way clearing services for electric utility power lines, including distribution, transmission, and substation systems. Bidders must possess specific certifications, including a Florida Department of Transportation Maintenance of Traffic certification, Line Clearance Certification, and International Society of Arboriculture Arborist certification. Contractors are required to provide all necessary labor, equipment, and materials to complete work according to FDOT Design Standards and ANSI specifications for Tree Care Operations. The initial contract term is two years with one optional one-year renewal, and the city reserves the right to award to multiple contractors. The bid is due on June 12, 2025, with contractors expected to demonstrate at least five years of experience in tree trimming and power line maintenance. Evaluation will be based on meeting all outlined requirements and submitting the lowest comprehensive bid.

The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but requires stringent qualifications and insurance requirements that may impact potential bidders. Contractors must maintain $1,000,000 per occurrence in Commercial General Liability and Commercial Automotive Liability insurance, along with Workers' Compensation coverage per Florida statutory requirements. The contract is structured as a federally-eligible FEMA contract, which introduces additional compliance requirements including equal employment opportunity standards, drug-free workplace regulations, and specific federal procurement guidelines. While specific budget ranges are not detailed, the pricing proposal includes a comprehensive rate schedule for various personnel roles and equipment, suggesting compensation will be based on actual hours and equipment used during emergency response operations. The City of Ocala Electric Utility will provide meals and lodging for on-site work and cover additional travel-related expenses according to the contractor's travel policy, with reimbursement contingent upon submitted receipts.
