About this opportunity
The City of Clearwater has issued a Request for Proposal (RFP) for Emergency Response Mitigation and Restoration Services, seeking qualified firms to provide comprehensive emergency response capabilities for city-owned structures. The solicitation covers a wide range of disaster scenarios, including flooding, windstorms, electrical and plumbing failures, and other incidents causing property damage. Contractors will be responsible for rapid response services involving water extraction, debris removal, construction services, and comprehensive restoration techniques across 19 distinct service categories. The evaluation criteria will assess proposals based on five key components: qualifications and experience of key personnel (25%), proven experience and expertise (30%), outsourcing and subcontractor capabilities (15%), additional information and availability (15%), and cost of services (15%). The RFP was released on April 11, 2025, with proposals due by May 12, 2025, at 10:00 am, and the initial contract term is estimated from July 1, 2025, through June 30, 2026, with potential for up to four one-year renewals.
Potential bidders must be registered with the Florida Division of Corporations and hold appropriate state licensure, with mandatory compliance with E-Verify requirements. Contractors capable of securing performance bonds for projects estimated at $150,000 or more will be preferred. The pricing structure is comprehensive, covering unit-based rates for emergency service calls, technician and supervisor labor, equipment rental, and materials. While specific set-aside designations are not explicitly mentioned, contractors will need to demonstrate significant technical capabilities and financial stability to be considered. The RFP does not indicate incumbent vendors or specific technology integration requirements. Although a precise budget range is not provided, the comprehensive nature of the services and the potential for multi-year renewal suggest a substantial contract value that could range from several hundred thousand to potentially multiple millions of dollars, depending on the extent and frequency of emergency response needs.
