About this opportunity
The City of Detroit Office of Contracting & Procurement is soliciting quotes for emergency residential demolition services at 8953 Clarion, Detroit, with proposals due August 13, 2026 at 10:00 a.m. EST and a question deadline of August 13, 2026 at 9:00 a.m. EST.
The subject property is a 1.5-story frame single-family dwelling ordered for emergency demolition under Detroit City Code 8-17-41 through 8-17-45 and NESHAP regulations (40 CFR 61 Subpart M) due to structural unsoundness, fire damage (October 7, 2025), and imminent collapse risk. The building sits on a 0.069-acre parcel (3,006 square feet) zoned R1, with a taxable value of $7,473 and assessed value of $22,000. Critical hazards include a burnt roof with collapsed rafters, burnt structural walls, a collapsing front dormer, severely damaged rear porch, and unsupported chimney.
Contractors must meet compressed timelines: site demarcation and notification within one calendar day of Notice to Proceed, demolition within three calendar days, backfill and grading within fourteen calendar days of Open Hole Approval, and invoice submission within thirty days of Final Grade Approval. Bidders must complete a Professional Rate Schedule with unit rates for demolition services (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, asbestos disposal, construction/demolition debris disposal, and air monitoring) and backfill, grade, and site finalization work (administration, supervisor, laborer, equipment, and backfill/topfill materials). All rates must be mean per-unit pricing with no ranges, qualifications, alternate unit types, or blank fields permitted. Contractors are not responsible for permit costs; however, if a hydrant fails re-inspection on a residential property, the contractor must pay the $134.00 re-inspection fee. Backfill materials must be sourced from a City of Detroit-approved Category 2 backfill source. Contractors must visit the site, submit date-stamped photographs with bids in a single PDF, provide all CRIO-related certificates and standard documents, complete income tax and accounts receivable clearance, and submit an Affidavit of Disclosure of Demolition Contractors. Detroit Water and Sewerage Department lead service line inspections and removal (effective August 1, 2026) may create project holds within five business days of notification. Evaluation is price-only, with payment terms Net 30. Contact: Elisha Wright, wrightel@detroitmi.gov; technical support: Cedric McCree, (313) 670-7878.
