About this file

This document is an RFP note prepared by the City of Detroit's Construction & Demolition Department (CDD) in coordination with the Building, Safety Engineering and Environmental Department (BSEED) regarding an emergency residential demolition project at 8953 Clarion in Michigan. The project involves the emergency demolition of a 1.5-story, frame, single-family dwelling that presents imminent danger of collapse due to fire damage. The property inspection identified multiple critical hazards including a burnt roof with collapsed rafters, burnt structural walls lacking strength, a collapsing front dormer, a severely damaged rear porch, a chimney lacking structural support, an open garage, and non-compliance with Vacant Property Ordinance requirements. The awarded vendor must complete the project within emergency timelines regardless of frost law restrictions in effect.

The contractor must source backfill materials from a City of Detroit-approved Category 2 backfill source and comply with the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will conduct lead service line inspections and removal as needed within five business days of notification, with the demolition contractor subject to project holds during this period. The CDD will track these holds in Salesforce to ensure accurate contractor performance documentation and compliance with contractual timelines. The fire occurrence date was October 7, 2025, and no changes to standard demolition scope of services or contractor responsibilities are required due to the DWSD lead service line removal process.

DFD Fire Occurrence Date: 10/7/2025

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
