About this opportunity
The City of Detroit Construction & Demolition Department is requesting quotes for emergency residential demolition at 5847 Dubois with proposals due August 28, 2026 at 2:00 p.m. EST and questions due that same day at 11:00 a.m. EST. The Building Official issued a Notice of Emergency Ordered Demolition on August 20, 2026, determining the 1.5-story frame dwelling structurally unsound and in immediate danger of collapse.
Contractors must meet emergency performance timelines regardless of frost-law conditions: demarcation and signage within one calendar day of Notice to Proceed, structure demolition within three calendar days, open-hole inspection requests within seven calendar days, backfill and grading within fourteen calendar days of open-hole approval. All backfill material must source from a Category 2 source approved on the City of Detroit Backfill platform and comply with Michigan Part 201 Residential Cleanup Criteria. The Detroit Water and Sewerage Department will inspect the property upon Buildings, Safety Engineering and Environmental Department open-hole approval and remove any lead service lines if present, with expected completion within five business days; the contractor's performance timeline pauses during this inspection and remediation period.
The scope encompasses utility disconnection verification, debris removal and disposal, backfill material sourcing and placement, site grading, sidewalk replacement, and turf establishment with dutch white clover seeding. Contractors must provide all equipment, materials, and permits, and qualified personnel must hold lead awareness training and asbestos abatement certifications. Continuous dust control via two-hose wetting systems and four-foot safety barriers around excavations exceeding three feet are required. The contractor bears all correction, damage repair, and cost-overrun responsibility.
Pricing evaluation is by lowest cost using two decimal places. Contractors are not responsible for permit costs (wrecking or hydrant permits) but are responsible for a $134.00 hydrant re-inspection fee if inspection fails. Contractors must submit a completed professional rate schedule with unit rates for demolition administration, supervisor, laborer, equipment, regulated and non-regulated trucking, material disposal, and backfill, grade, and site finalization services. Bid submissions require a signed signature page, combined certificates of authority, income tax and accounts receivable clearances, site photographs with date stamps, and completion of all standard City attachments and affidavits. Payment terms are Net 30. Contractors are subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.
