About this file

Emergency Residential Demolition: 5847 Dubois

This is a scope of work and bidding notes document prepared by the City of Detroit Construction & Demolition Department (CDD) for an emergency residential demolition project in Michigan. The project involves the demolition of a 1.5-story frame family dwelling located at 5847 Dubois that is open to trespass and environmental elements. The structure exhibits severe structural deficiencies including bowed and buckling side walls, a collapsing rear roof, missing front roof sections, and a deteriorated front porch with dangling gutters. The yard is unmaintained with significant overgrowth. The property is adjacent to both a vacant lot and an occupied dwelling. Emergency demolition has been recommended due to the imminent risk of further structural collapse. Emergency timelines must be met regardless of whether Frost Laws are in effect.

The awarded vendor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present, with completion expected within five business days. The demolition contractor's performance timeline will be paused during this DWSD inspection and remediation period. Contractors selected for this work will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which governs contractor conduct and compliance standards.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
