About this opportunity
The City of Detroit is requesting quotes for emergency residential demolition at 5761 Missouri Avenue under its Non-Proposal Demolition Program, with quotes due October 1, 2026. The property is a vacant, structurally compromised two-story frame single-family dwelling owned by the Detroit Land Bank Authority, with a collapsed foundation on the north side, collapsed north wall into the basement, and imminent collapse risk. A mandatory site visit with date-stamped photographic evidence is required before bid submission.
Respondents must submit completed price sheets in .XLSX format and a professional rate schedule detailing unit rates for demolition services (administration, supervisor, laborer, equipment, regulated and non-regulated trucking, asbestos-containing material disposal, construction and demolition debris disposal, and air monitoring) and backfill, grade, and site finalization services (administration, supervisor, laborer, equipment, backfill material below 12 inches, and topfill material for the top 12 inches). All rate-schedule cells must be completed as single mean-average values with no ranges, notes, or blank fields. The City reserves the right to question submitted rates and requires clarification within 24 hours.
Demolition must commence within three calendar days of Notice to Proceed; backfill and grading within 14 calendar days of Open Hole Approval; and site finalization including sidewalk replacement within 30 calendar days of Final Grade Approval. Demarcation and signage are due within one calendar day. Field supervisors must hold OSHA Lead Awareness Training; at least one operator or laborer per site must hold asbestos awareness credentials. Backfill material must meet Michigan Part 201 Residential Cleanup Criteria and source from City-approved Category 2 sources. Contractors assume all debris disposal liability, maintain records for seven years, and must secure 100% performance and payment bonds within five business days of award. The City retains the right to withhold payment for incomplete or deficient work and to deduct correction costs. Quotes remain binding for 120 calendar days. Award will be made on the lowest responsive and responsible bid price with consideration to local preferences. Performance and payment bonds and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds are required.
