About this file

This document contains notes for inclusion in a Request for Proposal (RFP) issued by the City of Detroit, Construction & Demolition Department (CDD) and Building, Safety, Engineering & Environmental Department (BSEED) for emergency residential demolition services. The project involves the demolition of a two-story frame single-family dwelling located at 5761 Missouri Avenue in Detroit, Michigan. The property is vacant and structurally compromised, with a collapsed foundation on the north side, collapsed north wall into the basement, loose and falling roof shingles, roof holes at the rear, and an overall risk of structural collapse. The property is owned by the Detroit Land Bank Authority (DLBA). Emergency demolition timelines must be met regardless of whether Frost Laws are in effect, indicating urgency in project execution and completion.

Awarded vendors must source backfill material from a City of Detroit-approved Category 2 source listed on the city's Backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines within five business days, with the demolition contractor placed on hold during this inspection period. The successful vendor must comply with the "CDD_Abatement and Demolition_Contractor Discipline Policy" dated May 12, 2025, which governs contractor performance standards and disciplinary procedures. The demolition contractor's term of performance will be tracked and documented in Salesforce to ensure accurate compliance with contractual timelines.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
