About this opportunity

The City of Detroit is requesting proposals for emergency residential demolition of a 2-story brick structure at 3296 Taylor under RFQ No. 186795, with proposals due August 13, 2026 at 10:00 a.m. EST and questions due by 9:00 a.m. EST that same day. A mandatory site visit with date-stamped photograph submission is required before bidding. Award will be made on price only.

The Building Official issued a Notice of Emergency Ordered Demolition on August 6, 2026, citing structural unsoundness, partial exterior wall collapse, interior collapse, severely compromised roof structure with imminent collapse risk, and deteriorated masonry and foundation walls presenting immediate public safety hazard. The property is a vacant 2-family residential lot of 0.078 acres (3,398 square feet). The scope encompasses pre-demolition utility disconnection verification and public notification, demolition and debris removal within three calendar days of Notice to Proceed, backfill and grading within fourteen calendar days of Open Hole Approval, and site finalization including sidewalk replacement and seeding. All backfill material must source from a City-approved Category 2 source and meet Part 201 Residential Cleanup Criteria. The contractor is responsible for all permits (excluding wrecking and hydrant permits), documentation, compliance with federal, state, and local regulations including NESHAP 40 CFR Part 61 Subpart M, and full financial responsibility for work performance, corrections, repairs to damaged infrastructure or adjacent properties, water pumping, and disposal costs. Upon receipt of BSEED Open Hole Approval, the Detroit Water and Sewerage Department will verify water service line material and remove any lead service lines, with an expected five-business-day completion window that pauses the contractor's performance timeline.

Bidders must submit unit rates (mean per-unit pricing without ranges, qualifications, or blank fields) for Demolition (administration, supervision, labor, equipment, material trucking, and asbestos-containing material disposal) and Backfill, Grade & Site Finalization services. Bids must include Income Tax and Account Receivables Clearance completion, Certificates of Authority, signed signature pages with authorized agent information, and an Affidavit of Disclosure of Demolition Contractors. Payment terms are Net 30 USD. Bids must comply with City of Detroit Construction Contractor Guidelines and the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. No pre-proposal conference is scheduled.
